Wage hike possible before Labor Day

WAGES may be increased nationwide, the Department of Labor and Employment said on Monday, as prices of goods and services continue to rise.
No less than Labor Secretary Rosalinda Baldoz raised this possibility in a radio interview, adding that the different Regional Tripartite Wages and Productivity Boards (RTWPBs) — which decide on wage hikes — are set to convene within the week to determine whether a “supervening condition” would pave the way for an immediate salary adjustment.
“Within the week, the wage boards will review and decide whether there is supervening condition or event in their respective jurisdiction,” Baldoz said.
She said she is hoping that these processes would be completed and resolved before Labor Day on May 1.
However, Baldoz stressed that the adjustment does not automatically mean a minimum wage hike but an increase in the cost of living allowance instead.
Several labor groups have been calling for a salary adjustment as prices of fuel continue to rise, boosting the costs of basic commodities. Rice and sugar prices are also seen going up.
Earlier this month, the Trade Union Congress of the Philippines filed a petition pushing for an increase in the minimum wage in Metro Manila to P479 from the current P404.
This was immediately spurned by the National Wages and Productivity Commission that said the workers’ demand for salary hike can only be granted if there is a supervening condition since the one-year prohibition for a new salary increase remains in effect.
Under the law, no wage hike petition can be heard within a year after the issuance of the last wage order.
In Metro Manila, the latest wage order was issued in July 2010, adding P22 to the basic rate.
Aquino vote on P125 wage hike recalled
Meanwhile, a lawmaker dared President Benigno Aquino III to be consistent on his stand on the P125 wage hike citing that he voted in favor of the proposal when he was still a member of the 13th Congress.
Anakpawis Representative Rafael Mariano referred to a Congress journal in December 2006 when House Bill 345 or the P125 wage hike bill was voted upon in third reading.
The measure garnered a total of 151 affirmative votes that included Aquino’s when he was still the representative of the second
district of Tarlac.
However, on January 2007, the wage hike bill suffered a setback when a motion for reconsideration of the approval of the measure was raised by Cavite Representative Jesus Crispin Remulla.
Mariano urged Aquino to certify as urgent House Bill 375 now pending in Congress which also calls for the same wage increase.
“Certifying House Bill 375 as urgent coupled with a decisive party whip on his allies in Congress is all the Filipino working class want to hear and see from Aquino on or before Labor Day,” said the party-list congressman.
The bill states that the reasons for granting a legislated wage increase remain valid more than ever citing the high cost of living, decreasing real value of wages, and high prices of goods, services, and utilities.
“Consistent with the constitutional mandate for respect of human rights, the minimum wage should be able to maintain the basic standards of living necessary for the health, efficiency and general well-being of the worker and his/her family,” the measure states. (AMN/Kathrina Alvarez/Sunnex)
