University: Road barriers prevent accidents

ANGELES CITY — The Angeles University Foundation (AUF) defended Thursday the existence of steel barriers along MacArthur Highway that were installed in 2006 to curb vehicular accidents and deter over-speeding motor vehicles in the area.
In a press statement, the AUF said the barriers — and the overpass — were also intended to keep the flow of traffic orderly and to enforce discipline among drivers and pedestrians.
Some local newsmen, including broadcaster Sonny Lopez, have been assailing what they described as “illegal structures.”
AUF Chancellor Dr. Emmanuel Y. Angeles said he and Angeles City Mayor Edgardo Pamintuan were even guests in Lopez’s radio program aired over GVFM 99.1 on January 14 to shed light on the matter, and to inform the public about other plans to improve the MacArthur Highway.
“What should have been an amicable settlement of unresolved issues resulted in another barrage of false allegations hurled against AUF, that culminated in a public hearing at the Sangguniang Panlunsod [City Council] initiated by Mr. Lopez on March 15, 2011, with the primary purpose of lobbying for a resolution to permanently remove the steel barriers,” the press release added.
With this, the AUF reiterated its “resolve to maintain the said structures” on the basis of the following:
1. The alleged ill-effect of the structures on business establishments across AUF and AUFMC is purely incidental and must never take precedence over the safety and protection of motorists and the general public. The said structures were erected for the general welfare of the people and not of the interested few.
2. The construction of the overpass and the installation of the steel barriers must not be misconstrued as “abuse of authority” on the part of AUF because the university has dutifully complied with all the requirements and regulations set by the Angeles City Government and the Department of Public Works and Highways (DPWH) in the local and regional levels.
3. AUF maintains its commitment to genuine public service hence it never spent taxpayer’s money to finance the structures, and instead shelled out P4.5 million from its own campus and facilities development funds.
4. AUF vehemently refuses to be a victim of unscrupulous individuals who are driven by ulterior motives and ill-aspirations.
It was also mentioned in the statement that on June 28, 2005, DPWH Pampanga Sub-District Engineering Office issued a letter of no objection to the construction of the AUF overpass, addressed to then Angeles City Administrator lawyer Alberto M. Suller.
The Angeles City Council also issued Resolution 4651, S-2005 (PR-254-6-05), declaring the entire stretch of Diego Silang Stret, Barangay Salapungan, Angeles City as a pedestrian traffic zone, the statement said.
It added that On November 14, 2005, then Angeles City Mayor Carmelo F. Lazatin formally endorsed the Building Permit for the construction of the pedestrian overpass to AUF and to Barangays Salapungan and Lourdes Sur East.
On May 25, 2006, the statement said the DPWH Pampanga Sub-District Engineering Office issued another letter of no objection for the installation of four-feet steel barricades at the middle of MacArthur Highway, to then Mayor Lazatin.
Residents of Barangay Salapungan earlier filed a petition at the City Council to remove the steel barricades. However, the DPWH Pampanga Sub-District Engineering Office issued a letter to the City Council requesting the dismissal of the said petition, stating that the structure is in support of public protection.
