Transportation agency delays P35 flag down execution

TAXI commuters still have time to steel themselves to the impending fare increase, as taxi operators and drivers will have to wait a few more days before they can enjoy the increased flag down rates in the Cordillera.
Department of Transportation and Communication (DOTC) Regional Director Celine Claver said delays in the publication of the approved P35 flag down rates in the Cordillera led to the pushing of meter calibration and sealing schedules to a later date.
She said the 15 days publication time must be met before the P35 flag down rate for the first 400 meters and additional P2 for the succeeding 200 meters or one minute and 30 seconds waiting time could be imposed.
Based on the 15-day publication requirement, calibration will start on July 13.
Operators need to submit certificates of registration and franchisees’ official receipt, copy of the Land Transportation Franchising and Regulatory Board (LTFRB) decision, Department of Trade and Industry certification, calibration booklet, and the required receipt-issuing meter for the calibration procedure.
Based on the number coding scheme of Baguio City, the calibration schedule falls on a Wednesday, which means those with plate numbers ending in 5 and 6 comprise the first batch to be accommodated by calibrators.
Claver said only the first 75 to 100 franchised taxis will be accommodated on the first calibration day, but added this can be adjusted if the first batch is finished early.
She said majority of taxi drivers in the region still do not have receipt-issuing meters that cost between P7,000 to P14,000 each.
This time, she said, taxi operators without this meter will not be calibrated.
A calibration fee of P510 per case number will be charged by the LTFRB, while an additional P500 for resealing and testing fees will be paid to Technical Education and Skills Development Authority (Tesda)-accredited calibrators.
The DOTC regional director added that the sealing and testing will also include placing a tamper proof seal on the universal serial bus (USB) ports of the receipt-issuing meters. The ports, she added, could be tampered simply by connecting it to a computer with calibration software.
“As an added precautionary measure, we will seal the USB port to prevent it from being tampered by taxis as we have observed…can easily be reprogrammed compared to the old non-receipt-issuing meter,” she said.
The LTFRB will also attach a yellow sticker marking taxis with receipt-issuing meter.
As of the moment, she warned taxi operators and drivers not to impose the approved rates until the meter is sealed and sealed accordingly.
Taxi drivers are also required to wear proper uniforms, not to operate with defective meters or engage in contracting schemes, not to refuse any passenger or ask them of their destination, and prohibition of rounding-off fares.
All these transport regulations should strictly be followed by taxi drivers as every violation is subject to a penalty of P2,500 per offense, Claver said.
