Tarzan to Edpam: Where did donated hospital equipment go?
ANGELES CITY—The camp of Pampanga First District Representative Carmelo “Tarzan” Lazatin said there were unrecorded equipment donations to Rafael Lazatin Memorial Medical Center (RLMMC), formerly OspitalNing Angeles (ONA), worth almost P14 million as shown in the Annual Audit Report of the Commission on Audit (COA) for the year 2011.
According to the COA Report, on June 16, 2011, the Angeles City government received donations of medical equipment and supplies for ONA from the World Medical Relief Incorporated.
The donations, valued at P13,874,129.40 for the medical supplies and P547,546.80 for the medical equipment, were not entered into the record books, contrary to standard procedures mandated by Sections 113 and 173 of the Manual on New Government Accounting System (NGAS), Volume III.
Section 3.3 of the COA Report states that “donation is one mode of acquiring government property” and that “all donations should be taken up in the books of the agency at cost or appraised value in order to provide reliable and accurate information on the total assets of the agency”.
Not recording the donated medical supplies and equipment resulted in the understatement of equipment and government equity, the COA Report said.
Earlier, the Lazatin camp also disclosed COA’s findings regarding the cash advances of the city government amounting to P19,379,071.28, which remained outstanding as of year-end, thus violating Section 89 of Presidential Decree No. 1445 which states that “a cash advance should be reported on and liquidated as soon as the purpose for which it was granted has been served”.
Part of the unliquidated cash advances were allegedly used for intelligence and confidential expenses amounting to P17,500,000.00 and to fund for the travel of National Government Employees of the City and other organic personnel.
