Tarzan hits EdPam on petty cash use

ANGELES CITY–Pampanga First District Representative Carmelo “Tarzan” Lazatin hit the administration of Mayor Edgardo Pamintuan for using the city’s petty cash funds on non-petty expenses in violation of Commission on Audit (COA) Rules and Regulations.
For the year 2011, the COA Audit Report showed that the city government spent a total of P9,666,543.19 from their petty cash funds to pay for various expenses, including P111,700 for publication; P164,793.63 for spare parts; P92,304.70 for honoraria; and P1,804,493.13 for miscellaneous expenses.
Also included in the expenses are meals and snacks amounting to P4,269,397.31; gasoline amounting to P1,417,740.77; supplies and materials amounting to P1,398,694.69; repair and maintenance for motor vehicles amounting to P263,198.96; and rental expenses for materials (tables, etc.) amounting to P144,300.
COA Circular No. 97-002 dated February 10, 1997 states that all payments must be made by check and only payments in small amounts may be made by cash through the petty cash fund in the amount not exceeding P1,000.
In Section 7.6 of the Audit Report, COA noted “that personnel of different offices had purchased goods and services in cash although the amounts and nature thereof were not petty.”
The COA Audit Report also stated that upon further review of the transactions, it was revealed that the use of petty cash funds was justified by the Bids and Awards Committee (BAC) by saying that the requests for the items were immediate.

However, in Section 7.7 of the report, COA noted that “the reimbursements on the subject purchases did not have the BAC Resolutions recommending the alternative mode of procurement and approved by the local chief executive, contrary to the requirements of the Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184.”
In Section 7.8, COA further stated that “there was no assurance that the City obtained the most advantageous price for the said procurement.”
Petty accusation
In a statement, City Administrator Dennis Albert Pamintuan said Lazatin’s accusations are “petty.”
“For lack of anything to say, Lazatin and his ilk are already nitpicking. The COA observations they are citing with regards to petty cash use are indeed very petty. We would not be winning awards from the Department of Interior and Local Government (DILG) if there is any adverse report from COA,” he said pointing to the four awards given by Interior and Local Government Secretary Manuel “Mar” Roxas on Wednesday for good governance, transparency and efficiency.
Pamintuan challenged the Lazatin camp to present the COA findings on the use of the congressman’s pork barrel funds, as well.
According to him, what Lazatin cited was not even a COA report. It is an Audit Observation Memoranda (AOM) regularly issued by COA for comments. An AOM may likewise be issued to notify the agency head and/or other officials concerned relative to the findings, observations, other deficiencies noted which require comments or reply within a reasonable time.
“Lazatin, through [his Chief of Staff] Irish Calaguas, keeps saying we use petty cash not only for fuel, but also for food, and reportedly paid P4.2 million worth of food and meals in 2011 using petty cash,” said Pamintuan adding that such would have been disallowed by COA.
He said each office unit at city hall is allowed only P1,000 of petty cash at any given time.
“At that amount, how can it be possible to pay P4.2 million even if our offices replenish their P1,000 petty cash every day, which is not possible,” Pamintuan said. “Because Lazatin has been in public office for 25 years, and Calaguas has been his aide for a long time–sometimes exercising more power than Lazatin himself–they both know that reimbursements are a normal practice in government. There are times when government officials and employees are forced to use personal funds for emergency and urgent expenses, which they later reimburse from official funds.”
He said reimbursements follow strict procedures before they are granted.
Earlier, the Lazatin camp has also hit the administration of Mayor Pamintuan for alleged bankruptcy, stating that the City has a negative cash position of P11,945,575.92 and incurred debts to Shanghai Restaurant and Magtoto Petron Station.
Pamintuan also denied the city government owes P2.5 million from a gas station.
“Desperation is written all over the faces of Lazatin and his people that they are throwing accusations left and right everyday through media, as if media is the main arena of political battle. We challenge them to go down to the people and present their platform,” he said.
Pamintuan said what Calaguas presented as a platform for Lazatin is just riding on and imitating Mayor Pamintuan’s accomplishments.
“They are deceiving the people by promising them that they will provide free college education and medical services, yet will cut down tax collections. Where will they get the subsidies?” Pamintuan asked.
Mayor Pamintuan and Representative Lazatin are expected to face each other in the 2013 mayoralty elections.
