SF gov’t earmarks P40-M for environment in 2013
CITY OF SAN FERNANDO—This city’s Local Development Council (LDC) has approved some P40.2 millionfrom the 20% Local Development Fund (LDF) for 2013, for programs safeguarding the environment.
This move, according to LDC chairman Mayor Oscar S. Rodriguez, who presided over the meeting, is in line with the city’s objective of “attaining excellence under a spirit of unity among its people.”
For 2013, funds allocated for Environmental Management amount of P40.2 million, which represents 47.16% of the LDF. Key projects covered by these budget allocations include flood control and comprehensive solid waste management.
For economic development, the budget allocations total P24.85 million, covering the construction or rehabilitation of roads and bridges, and aid to barangay priority projects such as rehabilitation and construction of drainage systems.
Social development, another key concern in the 2013 budget, will get P20.2 million, to be used for the construction of barangay health centers, medical equipment and other health concerns, rehabilitation of classroom buildings, livelihood training centers, preservation heritage for progress program, and the installation and repair of electrification power and energy structure, among others.
“Unity should start at the barangay level to achieve common goals,” Rodriguez reminded the participants at the LDC annual conference where the said strategy was approved.
Vice Mayor Edwin Santiago, also SangguniangPanlungsod presiding officer, said that horizontal management contributes to effective governance in all levels of community.
The meeting took up progress reports and status updates on major projects concerning environmental management, rehabilitation of the breached San Fernando-Sto. Tomas-Minalin tail dike, and the Sagip-Ilog initiative.
Councilor Alex Patio, chairperson of the SangguniangPanlungsod Committee on Appropriations, Budget and Finance, emphasized the increase in the equivalent of the 20% Local Development Fund (Local Development Fund) for the past eight years.
Other LDC members present at the meeting included: Santiago, Department of Public Works and Highways (DPWH) Regional Director Antonio Molano Jr., Patio, Councilor Jimmy Lazatin, Multi Sectoral Governance Council (MSGC) members, City Government department heads, and officials of barangays in the city
