Senator peps ‘bigger pie’ bill in Pampanga
CITY OF SAN FERNANDO – Senator Aquilino “Koko” Pimentel III has appealed Monday to the local officials in the province to support his proposed bill giving the local government units (LGUs) “bigger pie, bigger slice” on its share on national taxes (SNT).
With this, the senator who graced the flag raising ceremony of the provincial capitol, has urged the Kapampangans to support his “Bigger Pie, Bigger slice Bill” pending before the Senate Committee on Local Government chaired by Senator Bong Bong Marcos.
It was learned that the proposed bill was filed on October 10, this year, in time for the celebration of the anniversary of the Local Government Code of 1991.
Pimentel stressed that the “Bigger Pie” bill refers to the tax base as at present, the LGUs’ Internal Revenue Allotment or IRA is based on the sums corresponding to “national internal revenue taxes” being collected by the Bureau of Internal Revenue (BIR).
Based on the proposed bill, the LGUs will no longer get 40 percent of the internal revenues collected by the national government under the local government code.
Pimentel said, “once the pie is bigger, the LGU will now be entitled to the bigger slice”
The senator said what he proposes is that the sharing will be “hating kapatid” which means 50 -50 or equal between the national government and LGUs.
Pimentel stressed that if the LGUs are given wider responsibilities, they should be given more resources.
He said that if the bill would be approved, Pampanga’s SNT–no longer called as IRA–will increase from its current P1,195,255,825 to P1,448,449,328, which means additional SNT of P253,193,503 annually.
With this, Governor Lilia Pineda and the Pampanga Mayors’ League (PML) lauded the senator for his concern to the LGUs not only in the province but in the entire country.
However, Pimentel who lost during the last election in Pampanga, appealed for support not only on his proposed bill but on his re-election in the coming 2013 polls.
In response, the incumbent mayors and the governor have expressed support to Pimentel’s bill and his re-election bid in the Senate.
