Roxas: I’ll be President’s ‘paracetamol’

MANILA — Transportation Secretary Manuel “Mar” Roxas II said he surely won’t give President Benigno Aquino III headaches as he vowed to be the Chief Executive’s “paracetamol”.
“I hope to be a paracetamol for the President,” Roxas said on Monday, shortly after he took his oath as new head of the Department of Transportation and Communications (DOTC).
Paracetamol (acetaminophen) is a popular over-the-counter pain reliever and a fever reducer.
Roxas, the defeated running mate of Aquino, succeeded Jose de Jesus, who resigned from the DOTC exactly a year after serving the agency.
“I will be doing the bundy clock again. Back to work. I will do everything in return for the trust that the President has given me,” Roxas said.
He said the President directed him to solve “problematic” contracts of the DOTC, including the North Rail project, Roll-On, Roll-Off (Roro) Ports, the dispute between the Ninoy Aquino International Airport 3 and Philippine International Air Terminal Co. (Piatco), the furor between the Land Transportation Office (LTO) and its IT partner Stradcom, and the purchase of radars for air traffic control.
He said the government should conclude its negotiation with Japanese firm Takenaka Corp., a subcontractor of Piatco, to fix the structural defects of Naia Terminal 3 for the airport to become fully operational.
“The courts have already spoken on Piatco. We have physical possession of the facility and what we need to do now is to conclude the negotiations with Takenaka to fix structural defects that our consultants saw. There’s an ongoing case and it is clear there that we do not have to pay even a single centavo from what was required,” he said.
He added that he will organize the procurement process of the DOTC to avoid problematic contracts.
The former senator said included in his priority is to ensure reasonable transportation fare and reliable public service.
“Whether by road, rail, air or sea like what I’ve said an uneventful day is a successful day. Meaning no accident, no one is hurt and everyone will reach to their destination safe,” she said.
Roxas also vowed for coherent transport network by linking major transportation facilities to lower cost of doing business and transport cost. “Our transport network should be integrated and coherent,” he said.
Roxas said he is ready to face LTO Chief Virginia Torres and will leave the decision on her fate to Malacañang.
“I will deal with her the same way I will deal with all the people at the DOTC. I’ve not met her and I will start from scratch, start with a clean page, and make sure that they are able to deliver on their performance. The DOJ report was submitted to Malacanang. It’s up to Malacañang to make its decision in that regard,” he said.
The Department of Justice (DOJ) earlier recommended sanctions against Torres for attempting to take over of the LTO’s information technology provider Stradcom Corp.
Roxas said the Supreme Court has decided on the Stradcom issue. He said the government should not intervene in the ownership of Stradcom.
“We will leave it up to the court and the Securities and Exchange Commission,” he said.
President Aquino earlier said that Roxas will also serve as a senior member of the economic cluster.
Roxas, who previously served as Trade and Industry secretary, met several times with Secretary de Jesus and other DOTC officials to get ready for his new job.
A total of 19 agencies and corporations, most of them operating independently of the department, will also require supervision from the Transport and Communication secretary.
On top of this, eight of the 10 Public-Private Partnership projects programmed for implementation this year are under the purview of DOTC.
Roxas told stakeholders of DOTC that the sector is under a new, serious and focused management.
He characterized the transport sector that he envisions to develop under his watch as “efficient, affordable, and safe.”
He also said he would wear his “technocrat” and professional manager hats to work.
He also disclosed that he invited several veteran professionals from the fields of law, engineering, government, business and finance to help and join his team in various capacities.
These people, he said, share the values and objectives of this administration.
“They are not only very esteemed in their respective disciplines. Katulad ko, wala din silang sasantuhin na tiwali (Like me, they will not tolerate erring officials),” Roxas said.
He promised to announce their names as soon as they clear their other commitments and President Aquino signs their appointments.
