RH authors divided over amendments proposed by Palace

AUTHORS of the Reproductive Health (RH) bill in the House of Representatives have failed to agree on the amendments proposed by Malacanang regarding the consolidated measure pending for approval in second reading.
House Minority Leader Edcel Lagman said the amendments proposed by the Executive are acceptable to the proponents of the bill but one legislator pushing for women’s rights insisted that provisions on population control should be scrapped from the controversial measure
.The RH bill was included in the list of priority measures identified by President Benigno Aquino III and discussed by members of the Legislative-Executive Development Advisory Council (Ledac) last Tuesday.
“The acceptable clarificatory amendments [that] President Aquino proposed to the RH bill, which he endorsed as a priority administration measure to the Congress, did not water down nor dilute the bill since its salient features have been retained,” said Lagman, an ally of former President and now Pampanga Representative Gloria Macapagal-Arroyo.
According to Lagman, among the principal provisions that “remained intact” were “freedom of informed choice, promotion of all medically safe, legal and effective methods of contraception, sexuality and reproductive health education among the young and adequate government funding.”
Amendments suggested by MalacaƱang include
the deletion of the phrase “sexual orientation” in the provision against discrimination found in the “Declaration of Policy”. It also sought to delete the provision giving “funding support to promote natural methods of family planning” and that all forms of family planning that are medically safe, legal and effective are to be promoted, and the requirement for accredited health facilities to provide a full range of modern family planning methods will be made optional to “hospitals owned and operated by a religious group” to respect religious beliefs.
Another amendment also sought to delay teaching of age-appropriate RH and sexuality education to Grade 6 instead of Grade 5 while the teaching of values formation was modified by the phrase “with due regard to religious affiliation” in deference to religious beliefs.
The qualification that the liable public official who prohibits or restricts the delivery of legal and medically safe reproductive health care services shall be one who is “charged with duty to implement the provisions of this Act”.
Gabriela Representative Luzviminda Ilagan, however, said that much is still needed to be done to ensure a genuinely pro-poor and pro-women RH law.
“We cannot rest on our laurels. As it is, the RH Bill still contains population control provisions that practically push back the measure’s rights-based and health-based character,” said Ilagan.
Ilagan said several provisions, including the mechanism where the Population Commission rather than the Health department is designated as the agency to implement the proposed legislation, should be scrapped.
“These provisions on population control effectively limit provisions on the delivery of healthcare services to just population control and responsible parenthood and poses to do more harm than good. These provisions need to be stricken out of the RH bill,” she said.
Meanwhile, the Democratic Socialist Women of the Philippines (DSWP) said Congress should take the cue from President Aquino to fast-track the bill after it was identified in the Ledac.
Elizabeth Angsioco, DWSP national chairperson, said, however, that her “will remain vigilant and work so that the final version that will be enacted does not lose the essence of what we have been fighting for 16 long years now.”
