Red Cross, Dagupan ink pact for disaster preparedness training

DAGUPAN CITY — The City Government and the City Schools Division inked a pact with the Philippine Red Cross (PRC)-Pangasinan chapter concerning the conduct of disaster preparedness training in schools.
The recent signing of the memorandum of agreement coincides with the country’s observance this July of the National Disaster Preparedness Month.
The signatories were Mayor Benjamin Lim, PRC-Pangasinan Chapter Administrator Florame Magalong, PRC-Pangasinan Chapter Chairman of the Board Dr. Vivencio Villaflor and representatives from Dagupan City Schools Division.
Six schools were identified as pilot areas for the disaster preparedness training. These are the Don Federico Ceralde Elementary School and Bliss Elementary School, both of Barangay Bonuan Binloc; Pantal Elementary School of Barangay Pantal; Sabangan Elementary School at Barangay Bonuan Gueset; Bolosan Elementary School of Barangay Bolosan; and Mamalingling Elementary School of Barangay Mamalingling.
The main hazards being faced by these schools during raining season are flooding, typhoon and storm surge.
Accordingly, the signing (made under the auspices of the German Red Cross) was an offshoot of the devastation caused by Typhoon Pepeng in the provinces of Pangasinan, La Union and Abra.
Villaflor said the teachers from these schools underwent training last April.
“Hopefully, they will be able to apply what they learned from the seminar in their respective schools,” he said.
“The German Red Cross saw it fit to train the public schools on Disaster Preparedness inasmuch as they serve most of the time as evacuation centers during typhoons and flood. We are lucky because in Pangasinan, three towns and one city were chosen as recipients. These are the towns of Aguilar, Sta. Barbara and Calasiao and the city of Dagupan,” Villaflor added.
Dagupan City is prone to flooding as it is a water catchment area in central Pangasinan. The floodwater coming from neighboring municipalities and cities cascades to Dagupan toward the Lingayen Gulf.
Most often than not, several barangays in the city are under water when there is continuous rain or typhoon.
