Rape suspect surfaces; now in government custody

CITY OF SAN FERNANDO — After more than a year of hiding abroad, a former professor from the Holy Angel University (HAU) who is facing 32 counts of rape finally arrived in Manila Monday.
Allan Atienza Ocampo, 51, a native of Sapang Maisac, Mexico, was fetched by representatives from the National Bureau of Investigation (NBI) Thursday last week in Riyadh, Saudi Arabia.
He arrived around 5 p.m. at the Ninoy Aquino International Airport Terminal 2 and is temporarily detained at the NBI national office.
The ex-HAU professor was charged with rape by his 16-year-old student on February 2009 before the Department of Justice (DOJ) and was indicted on November 2009.
Parents thankful
Parents of one of Ocampo’s victims said they are thankful for Ocampo’s deportation to the country.
“We thank God for this partial victory. We also want to thank all the people who supported us,” the parents said in a statement.
“Let us remain vigilant until full justice is served. This fight is not only for us but for the other victims of Ocampo, as well who were hopeless to bring him to court because of fear, shame and threats from the sex offender,” they added.
The parents have also filed a complaint before the Commission on Education against HAU for its negligence and failure to check the background of Ocampo before hiring him.
What happened before
Before the five arrest warrants were issued by Judge Angelica Paras-Quiambao on November 2009, two of which requires no bail, Ocampo was able to sneak out of the country.
Ocampo reportedly left the country on May 28, 2009 to Jeddah, Saudi Arabia to evade arrest. He was placed in the “red notice” of the Interpol on February 2010, making him a wanted person worldwide.
The Department of Foreign Affairs (DFA) cancelled the passport of Ocampo on April 2010 on the request of former DOJ Secretary Agnes Devanadera.
When the TV Network ABS-CBN aired the rape case story on one of its news program, several viewers from the Middle East sent leads on the whereabouts of Ocampo. Some of them were even co-employees of the suspect in a company there.
Ocampo was arrested and jailed in Jeddah last December 6, 2010 by Saudi authorities on the request of Justice Secretary Leila De Lima.
Ocampo has a record of sexually abusing his minor students from other schools where he taught before joining HAU’s faculty. He was never charged in court because of fear, threats, shame and lack of resources to support court expenses, the victims said.
