Rama’s use of Pagcor funds now needs Council approval
CEBU City councilors corrected Mayor Michael Rama’s guidelines for the use of the City’s Pagcor funds, and said that all purchases charged to Pagcor should also be approved by the City Council and not just by the mayor.
The council also requested the City Budget Office, the City Treasurer’s Office and the City Accounting Office not to process any purchase request charged to the Philippine Amusement and Gaming Corp. (Pagcor) funds that are not in accordance with the guidelines set by Pagcor.
During its regular session last Wednesday, the Council approved a resolution adopting the guidelines on the use of the Pagcor funds, as prescribed by Pagcor Chairman Cristino Naguiat Jr. in a letter addressed to the Council dated Sept. 19.
The resolution authored by Councilor Margarita Osmeña also specified the handling and disbursement of the funds based on Pagcor’s guidelines.
Pagcor requires that the projects to be financed and the amount of funding required shall be jointly approved by the city mayor and the City Council through an appropriate ordinance.
Pagcor also specified that the funds shall not be utilized for salaries and wages of City Government personnel.
Correction
In the resolution, Osmeña corrected the “Revised guidelines for the use of Pagcor Funds, setting forthwith the process of facilitating the request thereof and providing steps for the prioritization of the same,” which Rama approved in October last year.
“Resolved to remind the Office of the Mayor that its approval of charging against Pagcor funds should be done jointly with the City Council as stated in the above-mentioned guidelines and not for the latter’s information and guidance only as specified in the revised guidelines signed by the Mayor on October 11, 2011,” her resolution read.
Every month, the City Government receives financial assistance from Pagcor as the City’s share in casino revenues.
According to Pagcor, its funds should be used only for self-sustainable livelihood projects, scholarships, infrastructure projects that are essential to the community and projects connected with the delivery of basic health services.
The funds may also be used for projects designed to prevent widespread diseases or epidemics, declogging of and collection of garbage in sewers and canals and construction of sanitary facilities in depressed areas.
Projects that have to do with the improvement of peace and order in the city, those that involve the extension of emergency assistance to victims of natural disasters and calamities and terrorism, and other projects that will help alleviate poverty among the poor sector may also be charged to the Pagcor funds.
