Quarry trucks still overloaded

CITY OF SAN FERNANDO — Ninety to 95 percent of quarry trucks and other heavy haulers plying barangay, municipal and national roads in Pampanga are found to be overloaded.
This was discovered when the Capitol officials conducted a weighing scale “dry run” in Floridablanca town.
Provincial Administrator Andres Pangilinan Jr. said they tested the portable digital weighing scale the Provincial Government is set to purchase worth almost P800,000.
They also wanted to find out the degree of compliance of truckers to the Republic Act (RA) 8794, or the Anti-Overloading law.
Provincial Environment and Natural Resources Office (Penro) chief Art Punzalan said that with the initial test, they can now put weighing scales in strategic places all over the province to regulate overloading as ordered by Governor Lilia Pineda.
Punzalan added the Pampanga Truck Owners Association led by Arnold Liwanag has manifested its support for the full implementation of the anti-overloading law. They voluntarily have their trucks weighed at quarry point origins.
“The weighing scales will be part of our campaign to protect our roads and other infrastructure from damages inflicted by overloaded trucks. What we could save for repair of these infrastructures Capitol could divert to other services Kapampangans need. The Provincial Board is set to pass the necessary resolution for the purchase of the weighing scales,” said Punzalan.
He said the Provincial Government is set to forge a tripartite agreement with the Land Transportation Office, Department of Public Works and Highways, and the management of the North Luzon Expressway and Subic-Clark-Tarlac Expressway for the implementation of the anti-overloading law.
