Provincial Board wants Capitol department heads ‘moved’

CITY OF SAN FERNANDO — An unremorseful Provincial Board (PB) on Monday called on Pampanga Governor Lilia Pineda to remove two department heads from their current posts, citing “lack of confidence” as reason.
The PB unanimously approved the resolution read by first district Board Member Crisostomo Garbo, calling on Pineda to “move to other offices” Provincial Budget Officer Nida Manalad and Provincial Planning Officer Engr. Ferdinand Henson.
Garbo, in a follow-up interview, said the move is a group sentiment of the PB. But he refused to elaborate the other reasons behind the move. Other board members also refused to comment on the issue.
Capitol department heads, on the other hand, viewed the resolution with mixed reactions.
One, who refused to be named, said that Manalad and Henson “had it coming” as there have been instances of disagreements on the implementation of programs of the Provincial Government, particularly with members of the PB.
“Of course, the PB would like to have people there who can work with them smoothly,” the department head said, stressing that the PB, however, can only recommend the official’s transfer to other assignments.
Another source said there have been some pro-poor projects put in “slow motion” because of certain objections of the two in question.
However, another department head said the PB should have talked to the two officials before subjecting them under a resolution.
Sun.Star tried to get Manalad’s comment on the issue but she refused, saying she would comment upon seeing a copy of the resolution. Meanwhile, Henson could not be reached for comment as of press time.
Despite the resolution, Manalad was still seen in the recent activity of Governor Pineda for the Women’s Month Celebration at the Bren Z. Guiao Convention Center in this city. (Ian Ocampo Flora)
