Provincial Board asked to monitor local executives

CITY OF SAN FERNANDO — Masantol Association of Barangay Captains head Bernard Guevarra on Monday called on the Provincial Board’s committee on environment to look into the non-implementation of environmental laws by elected town officials.
Guevarra, upset by what he called as the “lack of political will” of municipal executives there on rampant dumping of garbage into rivers and water pollution, sounded off the alarm after he positively identified a local fisherman responsible for the non-environment related fish kill in the town.
He reported to the Provincial Board “pockets” of fish kill incidents perpetrated by locals.
“I ask this august body to monitor local elected officials in Masantol for the insufficient implementation of our environmental laws. Ang gaganda ng batas natin against garbage and pollution and yet, parang walang ginagawa ang aming local elected officials,” said Guevarra.
The village chief noted that after the open dumpsite there was closed, residents were merely dumping their waste into the river and creeks, causing massive pollution that contributes to fish kill.
“Fifty percent of Masantol is coastal. Without the dumpsite, folks near river banks are forced to throw their waste into the river. Only those near the town proper get their garbage collected. In my barangay, I personally collect the garbage and since wala kaming mapagtapunan, binabaon na lamang namin ito. It’s not enough though dahil it still seeps into the water,” said Guevarra.
Liga ng mga Barangay president Melchor Pingol agreed with Guevarra’s call and told Sun.Star Pampanga that as front liners, village chiefs should be empowered to identify and penalize violators of the Solid Waste Management Act.
“It is true. The lack of political will in implementing environmental laws results to these things like fish kill. Sa amin sa Minalin, because we are very strict on this, walang ganyan. Every one cooperates. But as front liners, we should urge those above us to implement the law properly,” he said.
Fourth district Board Member Nestor Tolentino and second district Board Member Salvador Dimson Jr. agreed and have similarly called for “monitoring” of local officials.
“Let’s monitor the implementers then,” Tolentino said.
A multisectoral team is expected to conduct water testing and investigation on Thursday.
