Province signs MOA with Aetas

CITY OF SAN FERNANDO–The Provincial Government and the Aetas from the town of Floridablanca recently signed a memorandum of agreement (MOA) seeking to develop 1,000 hectares of lands in three villages there.
The MOA states that the Province will spearhead the planting of fruit-bearing trees, banana and vegetables, including other crops within the ancestral domain in the villages of Nabuklod (300 hectares), Camachile (400 hectares) and Mawacat (300 hectares).
Later, the Province will assume responsibility in marketing and selling the Aetas’ agricultural produce.
The MOA was signed by Pampanga Governor Lilia Pineda, 2nd District Representative Gloria Macapagal Arroyo, Floridablanca Mayor Eduardo Guerrero and representatives from the National Commission on Indigenous Peoples (NCIP).
“This MOA will help Aetas get a stable livelihood. We want to develop their place first because if you will go there, [you will see] their conditions are really poor. Most of them are already old, while the children are sick,” Pineda said.
Meanwhile, the Aetas were represented by tribal leaders Roger Apang and Roy Bacani of Barangay Nabuklod, Rodolfo Santos and Bonifacio Santos of Barangay Camachile, and Federico Mendoza and Jerry Liwanag of Barangay Mawacat.
The tribal leaders are also members of the Tribung Ayta of Floridablanca (TAF), an organization of natives from the three villages.
Aside from planting various crops, the MOA also seeks to ensure the construction and rehabilitation of roads, buildings, water sources and other necessary infrastructure for the proper implementation of the project. The MOA further includes medical and financial assistance for the Aetas.
During the project implementation, the Province will conduct regular monitoring and inspection, including the selection of workers, which will ensure that Aetas are prioritized.
The MOA also provides for the creation of a technical working group (TWG) within 30 days, which will be composed of three representatives each from the Provincial Government, the Aeta group, and the NCIP. The TWG will formulate the implementing rules and regulations of the project. (Charlene Cayabyab)
