Porac farmers protest land exemption

FARMERS from Porac, Pampanga protested the exemption of more than 700 hectares of land in Barangay Hacienda Dolores from the Comprehensive Agrarian Reform Program (Carp).
At least 200 farmers, some of them Aetas, trooped to the regional office of the Department of Agrarian Reform (DAR) in San Fernando City on Monday.
Legal counsel of the Aniban ng Nagkakaisang Mamayan ng Hacienda Dolores (ANMHD)lawyer Edgar Bernal said the farmers earlier sent a petition to DAR Regional Chief Teofilo Inocencio, requesting him to include 700 hectares of land in Barangay Hacienda Dolores to be covered by Carp.
Carp, also known as Republic Act Number 6657, aims to distribute lands to farmers they cultivated in a span of 10 years.
Agrarian Reform was defined by law as the “redistribution of lands, regardless of crops or fruits produced, to farmers and regular farm workers who are landless” and “all other arrangements alternative to the physical redistribution of lands, such as production or profit-sharing, labor administration and the distribution of shares of stock which will allow beneficiaries to receive a just share of the fruits of the lands they work.”
Vast agricultural lands are distributed to the farmers tilling the land, whereas only a maximum of five hectares can be retained by the landlords and three hectares for each of their children.
However, the huge agricultural land in Hacienda Dolores was exempted by the DAR regional office after LLL Holdings Incorporated (LLHI) and FL Land Holdings (FLLH) showed titles of the land.
LLLHI claimed about 298 hectares of the land, while FLLH claimed the other 456 hectares. Aside from the land titles, landowners also said 80 percent of the land was not yet developed due to its 18-degree slope measure, which according to the law, is automatically exempted from the Carp.
Some reports said the LLLHI is a property of Kapampangan Senator Lito Lapid, a native of Porac. However, Lapid’s Chief of Staff Bernie Cruz denied such reports.
Inocencio said the exemption order was issued in 2005 by the previous regional administration. Distressed farmers said the more than 700 hectares of protested land, situated near the Subic-Clark-Tarlac Expressway, have already been cultivated.
Farmers said they have planted rice crops and fruit-bearing trees in the said land area. They also said most of them have grown up in that land.
After a dialogue with the farmers, Inocencio said they will conduct a joint investigation of the ownership of the protested land. (Charlene Cayabyab )
