Poll body scored for going slow on Armm poll preparations

SENATOR Francis Escudero on Thursday scored the Commission on Elections (Comelec) for going slow on preparations for polls in the Autonomous Region in Muslim Mindanao (Armm) in anticipation of their postponement.
On Tuesday, Comelec Chairman Sixto Brillantes Jr. said the commission has held back on preparations because the elections might not even push through. He said the Comelec had to postpone signing a contract with IT provider Smartmatic-TIM in case the Senate votes to move the Armm elections to 2013.
“This uncertainty has already gravely affected our preparations for the Armm elections,” a Comelec position paper he submitted to the Senate read. He added that if the Senate does not resolve the issue, attempts to automate the elections in Armm will be “very risky.”
But Escudero said he was dismayed that the Comelec favored manual elections despite a law requiring poll automation.
“Under the law, the Comelec should have assumed that the elections will push through,” he told reporters at the weekly Kapihan sa Senado press forum.
Escudero added that the shift to manual elections will validate arguments for not holding elections in the region.
“They can say manual elections will be dirty and should really be postponed,” he said.
This was a view also expressed by Minority Leader Alan Peter Cayetano, who has opposed Brillantes’s appointment as Comelec chief. He said manual elections would favor “operators” or election fixers, a label that he previously hurled at Brillantes.
Brillantes, who was at the Senate for a confirmation hearing on his appointment, said the Comelec has the authority to revert to manual voting in “extraordinary circumstances.” He said automating elections that might end up being postponed would have been a waste of money.
The Comelec estimates automating Armm elections would cost P 1.5 billion pesos for the technology, the printing of ballots, for honoraria given to teachers who take charge of the polling precincts.
Since the Department of Budget and Management also plans to release only P480 million pesos for the polls, Brillantes said the Comelec would be forced to pay the balance.
“The deficiency of more than P1 billion will have to be taken from our own savings, which amount we can otherwise use in our much-needed modernization and infrastructure projects,” the position paper read. (Jonathan de Santos/Sunnex)
