Philippines may stop sending domestic helpers to Kuwait, UAE, Qatar

THE Philippines may discontinue sending domestic helpers to three countries in the Middle East after these were found to have offered insufficient protection for their rights as workers.
The governing board of the Philippine Overseas Employment Administration (POEA) reportedly approved a deployment ban of household service workers (HSWs) to the United Arab Emirates (UAE), Kuwait, and Qatar.
These three countries supposedly failed to meet the requirements of Republic Act 10022, also known as the Migrant Workers Act, a source familiar with the matter said.Under section 3 of the law, the Philippine government will only allow deployment of workers if the host country “has existing labor and social laws protecting the rights of workers; is a signatory to and/or a ratifier of multilateral conventions, declarations or resolutions relating to the protection of workers; and has concluded a bilateral agreement or arrangement with the government on the protection of the rights of OFWs.”
As a result of the decision, deployment of Filipino HSWs may be halved, the source said.
For her part, Department of Labor and Employment (Dole) Secretary Rosalinda Baldoz said the Department of Foreign Affairs has already made such a recommendation.
“Based sa DFA certification, yun ang recommendation nila using RA 10022 as basis,” said Baldoz in a phone interview.
However, she said she is unaware of any decision made by the POEA governing board regarding the matter.
“We have to wait pa. Wala pa kasi akong alam na decision ang POEA Board… (pero) pag-inadopt yun, yun (HSW deployment ban) ang magiging effect,” said Baldoz, who is also the chairperson of the POEA Board.
Of the total 96,583 HSWs, 46 percent or 44,675 have been deployed to the three countries as of 2010.
During that same year, Kuwait hired the second-highest number of HSWs with 21,554, followed by UAE with 13,184, and Qatar the at fifth spot with 9,937. (AMN/Sunnex)
