Pangan: A Worthy Program

THE annual Special Program for the Employment of Students or SPES is ongoing, as mandated by law and implemented by PESO offices nationwide, with the cooperation of the Department of Labor and Employment or Dole.
The qualifying phase started, for some cities and municipalities, as early as January 2011. Now that the program has formally started, it is hoped that the qualified participants may have enough experience, exposure and expectation in only 20 days, as they are assigned in various offices of the local government units.
The thrust of this program is to provide poor but deserving students a level playing field in accessing educational resources and facilities (not to mention the modest compensation) and, at the same time, give them confidence and self esteem for being part of the national program such as SPES.

Without sounding self-serving, I submit that this program is worthy of support of government officials, financially, at least and it should continue to be implemented annually, if only to be true to the pledge of molding the youth at this early malleable age and make them, including the out-of-school youth and the physically-challenged, good and reliable citizens in due time.
In the case of Mabalacat, there are 44 students classified in the Dole-LGU category and some 25 or so students who fall under the purely LGU-supported category. The compensation after the 20-day work may be helpful in defraying the cost of tuition fees of the student participants this coming June opening of classes.
As usual and as expected, Mayor Boking Morales who briefed the participants at the beginning of the work period is fully supportive of this program as it adequately complements his vaunted program to provide access to education for his constituents. Angeles City Mayor Edgardo “EdPam” Pamintuan who, with the assistance of Peso Manager Del Deocales, welcomed his city’s SPES participants some time ago.
It may be noted that this year, even persons with disabilities are being included in the program, as announced by Pampanga provincial Peso Manager Luningning Y. Vergara and fully endorsed by the Dole Region III office and, of course, Pampanga Governor Lilia “Nanay” G. Pineda who has reached out even to Aetas in Floridablanca, Porac and Mabalacat.
With the theme: “Balik Aral, Kasama si Ate at Kuya,” the Provincial Government has launched the Kabaryu Ku, Tutor Ku program to reach out to slow learners, in coordination with DepEd’s Alternative Learning System (ALS) coordinators.
For Mabalacat, I wish to recognize Jairus Rivera, for the town’s North District, Jayson Magday, South and Madam Tinte for the East District. They will handle the orientation and monitoring of Capitol-designated SPES participants who will be assigned to Mabalacat.

Fair and square. From good friend, Noel D. Policarpio, President of the Dau-based R. D. Policarpio and Company, Inc., I learned that before licenses of contractors may be renewed or extended, the managers or proprietors of construction firms are required now to undergo safety training, this, in the light of serious accidents which occurred mainly during construction activities mostly in Metro Manila. Other topics may include environment preservation and conservation.
As for bidding procedures, I hope that the new rules set by the Philippine Contractors Association Board shall inure to the best interests of contractors, even those who are new players in the industry. Those days of favoritism, monopoly and rigging of bids to favor pet contractors should be cast away and only those deserving should be allowed to work on projects, be they from the government or from the private sector.

Recently, US President Barack Hussein Obama has meticulously announced that the world’s No. 1 enemy, the much-pursued Usama (also spelled Osama) bin Laden was killed by a raiding US naval assault team, but the body of the slain terrorist was not presented to the public or media, perhaps due to security reasons. Well, critics say otherwise: in order to convince the world that indeed bin Laden has perished in that raid, photos of his lame body should have been released for all the civilized world to see and appreciate.

Had a short talk with 1st district Board Member Tars DC Halili last Wednesday in his office at the Sangguniang Panlalawigan. He sounded coy about his probable plan to run for public office when his term ends in 2013. Upon prodding, he ventured to say that he is entertaining plans to run for Mayor in Mabalacat, to contest the seat being held by incumbent Boking Morales and perhaps against known aspirant for the post, Noel B.
Castro. If that happens, a three-corned fight will be very exciting in the first class municipality. Well…
