Pampanga town mayor retracts statements

January 28, 2011
CITY OF SAN FERNANDO–Macabebe Mayor Annette Balgan has retracted her previous statements where she said she had written this city’s Mayor Oscar Rodriguez a letter of complaint regarding the alleged toxic waste buildup in her town.
Balgan had pointed to San Fernando as the source of the reported toxic waste, which she said were spewed by such firms as the San Miguel Corporation and many others, including the La TondeƱa Distillers, which City Environment and Natural Resources Environment Officer Rowena Siron-Freeman denied, noting no such plant exists in the city.
City Administrator Ferdinand Caylao bolstered Freeman’s statements when he showed Sun.Star Pampanga documents revealing that industrial plants in the city are all complying with environment laws.
But on Tuesday, Balgan stood by her statements, saying the waste comes from the City of San Fernando and not elsewhere, as what Angeles City Mayor Edgardo Pamintuan earlier said, noting that his city is an entertainment hub and not an industrial city.
However, Balgan admitted that she never wrote Rodriguez a letter.
“Hindi ako sumulat kay Mayor Oca. Actually, kinausap ko siya nang minsan ay nagkita kami (I didn’t write to Mayor Oca, but I actually talked to him once when we met),” she said in another report, contrary to her earlier claims that a letter of complaint written by her was sent to City Hall.
No such letter was recorded at any department of the City Government, she said.
Freeman, in another phone interview Tuesday evening with Sun.Star Pampanga, said: “Pabayaan na natin (Let’s leave it alone). Let’s just rest the case.”
Freeman and the City Government had earlier bared a strong official statement branding Balgan’s accusations as “unfounded, lacking in substance and grossly misleading.”
Balgan’s constituents themselves, in a separate report, pointed to other sources of the alleged toxic waste, not San Fernando and Angeles but fourth district towns like San Simon. (Jovi T. De Leon)
