Oro ‘not friendly’ to persons with disabilities

DESPITE of its reputation as being the “City of Golden Friendship,” the local government unit (LGU) of Cagayan de Oro reportedly ranks low in terms of caring for persons with disabilities (PWDs).
Melagros M. Maquiling, president of the Cagayan de Oro Federation of Persons with Disabilities Association Inc. (CAFEDPA), said support from the local government is one of the perennial problems that PWDs are experiencing.
Maquiling said the LGU failed to comply with the social fund requirement of the General Appropriations Act that mandates the allocation of one percent from its Internal Revenue Allotment (IRA) as social fund for PWDs.
“Every time we ask for support, the usual answer is ‘there is no budget.’ Where is the one percent from IRA that is supposed to be for PWDs?” Maquiling said during a forum at the Philippine Information Agency (PIA) in line with the 33rd National Disability Prevention and Rehabilitation Week.
She said the association’s lack of financial support hampered them to realize some of their programs that could benefit PWDs.
At the same time, the group also expressed apprehension of the LGU’s concrete program for PWDs.
Even City-based companies also refuse to employ PWDs even after they graduate college.
Based on the record, only 0.2 percent PWDs are employed in the city.
