Opposition boycotts guv’s public address

EIGHT of the 13 members of the Provincial Board (PB) intentionally refused to attend the State of the Province Address (Sopa) of Misamis Oriental Governor Oscar Moreno on Monday.
The PB members said their nonattendance is a way of expressing their “loss of trust and confidence” to Moreno.
The PB members belonging to the majority opposition who boycotted the Sopa include Jesus Jardin, Heckert Emano, Geodeguil Ursal, Jeremy Pelaez, Arrsih Canonigo, Benidict Lagbas, Mercy Grace Acain, and Arsenio Kho Jr.
Their absence has speculated a lot of comments from their colleagues who attended the Sopa.
PB Member Oliver Actub said the majority opposition has no respect on their higher executive who was voted by the people.
“Though it was their right not to join, but unlike in Congress, even if there were against the President, they are still obliged to listen to the State of the Nation Address (Sona) of the President. They must also do the same, showing their respect to the position,” Actub said.
Ursal, who represented the group, said the Sopa’s purpose is defeated by Moreno’s disrespect in the rule of law and the mandate and power granted by the people to the PB of Misamis Oriental and its new majority.
He said this year’s Sopa is basically a mere repetition of the ones Moreno rendered in the past.
Ursal even had his own definition of Sopa, which means “Si Oca Pang Artista.”
He said the eight point agenda is a sham and a marketing tool to cover up Moreno’s anomalies, inadequacies, irregularities, mismanagement and loss of real leadership.
Ursal cited that the group was convinced of Moreno’s Sopa as “only fooling the people again.”
“The Sopa is just saying one thing and doing the opposite. His Sopa is a mere lip service,” he added.
Ursal said Moreno has been calling for transparency, accountability, good governance and teamwork as stated on his Sopa and yet he has blocked the PB’s move to question the department heads of the Provincial Capitol regarding reports of corruption, overpricing, mismanagement and misuse of funds and unliquidated cash advances.
“Just like when he issued a gag order against any disclosure regarding the consultants he has hired which the province has paid around P13 million in 2009 alone,” he said.
Ursal added that the Sopa was already defeated by Moreno himself when he conspired with Vice Governor Norris Babiera and acting PB Secretary Filemon Aguilar in coming out with their own “spurious” annual budget ordinance for 2011 and refusing to act on the one signed by all nine PB members.
“For us, Moreno, who is a lawyer, law professor and former legislator, should have been the first one to realize that we, the board members, are representatives of the people of the province. But he refused to listen to us. He even refused to listen to his constituents,” he said.
Ursal deemed wise to say that in a supposedly democratic form of government in the province, Moreno has become a tyrant and a dictator who listens only to himself, not even to the people he claims to be serving.
In the next regular session, Ursal said the majority opposition will deliver a counter Sopa as part of their agenda.
But in all these allegations, Moreno simply said he has no time for politics and doesn’t care as long as he will deliver good governance to his constituents in Misamis Oriental.
