Ombuds to charge Customs official for undeclared wealth

MANILA — The Office of the Ombudsman will push through with filing charges against a Customs official accused of failing to declare his assets from 1998 to 2001.
Acting Ombudsman Orlando Casimiro has junked an appeal filed by
Nestorio Gualberto, director of the Bureau of Customs Enforcement and Security Service that kept the office from filing charges. In a press statement, Casimiro said Gualberto’s appeal was junked for raising issues already answered in the resolution to charge him.
Gualberto, while chief of police Criminal Investigation and Detection Group, did not file his Statements of Assets, Liabilities, and Net Worth (SALN) from 1995 to 1998 and from 2000 to 2001, the office said.
Casimiro said, however, that the Office of the Ombudsman can only charge Gualberto for failing to file his SALN from 1998 to 2001. He explained that “under the law, the prescriptive period for which a person can be criminally charged for failure to file SALN is eight years.” (Jonathan de Santos/Sunnex)
