Nature watchdogs expose Pampanga ‘open dumps’
CITY OF SAN FERNANDO–The regional Envi-ronmental Management Bureau (EMB 3) and the Advocacy for the Development of Central Luzon (ADCL) discovered alleged open dumpsites in Pampanga during a joint inspection last week.
Led by ADCL President Sonny Dobles and EMB Solid Waste Management Regional Coordinator Laura Jean Abando, the inspection team found piles of garbage dumped in open areas in cities of San Fernando and Mabalacat and towns of Guagua and Porac.
Reynaldo Garcia, EMB-Provincial Environmental Officer for Pampanga, also joined the inspection.
In San Fernando, piles of garbage were found at a fenced area in Barangay Lara.
“If you’re traversing along the Mega Dike, you will find an eyesore in the form of a dumpsite in Barangay Lara,” Dobles said, also a known environmentalist.
During their inspection on October 16, Dobles said they chanced upon a dump truck from Barangay Del Pilar loaded with garbage waiting outside the fenced area. The fenced area is said to be the city’s materials recovery facility (MRF).
“The area is filled with grown weeds and grass on compressed blocks of garbage. This only suggests that the MRF is not working,” Dobles said.
“Past the MRF is a mountain of unsegregated garbage with leachate seeping out into and contaminating a river just a few steps away from the dump,” Dobles added.
Open Dumps
Aside from San Fernando, the inspection team also found alleged open dumpsites in the towns of Guagua and Porac, and Mabalacat City.
In Guagua town, the inspection team learned that garbage, including hospital wastes, is burned.
Dobles said a scavenger from the town’s alleged open dumpsite said trucks of garbage from the public market and the district hospital are thrown there. The site’s caretaker said he seldom visits the site so he did not know that tons of garbage was thrown there.
Burning of municipal, biomedical and hazardous wastes is banned under Section 20 of the Republic Act 8749 or the Philippine Clean Water Act of 1999.
In Porac town, the inspection team discovered the town’s new alleged dumpsite.
“Their dumpsite is now in Barangay Mitla and has been operating since the last week of July 2012. Since its operation, no instruction was ever given to transfer wastes to Metro Clark Sanitary Landfill, so the town’s residual wastes are buried here after segregation at the MRF,” Dobles said
The dumpsite in Barangay Mitla caters to the town’s 29 barangays with an average of 10 trucks dumping garbage there every day.
In Mabalacat City, the inspection team saw a government dump truck emerging from the proposed Central Material Recovery Facility (CMRF).
“The facility is nothing but a fence of sawali surrounded by sacks of plastics and in the center lies unsorted garbage,” Dobles said.
“Moving no farther, just meters away from Subic-Clark-Tarlac Expressway, is a pile of fresh garbage being pushed into a body of water that had turn black because of the decaying garbage. The pile of garbage is waiting for the bulldozer to cover it with sand,” Dobles added.
After the inspection, Dobles said it was proven that 12 years since the enactment of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000, local government units (LGUs) still use and operate dumpsites.
RA 9003 has ordered the closure of all open dumpsites in the country and the creation of MRFs.
“The LGUs share the responsibility in the management, improvement and maintenance of water and air quality within their territorial jurisdictions,” Dobles said.
EMB 3 is expected to release a report about the inspection this week.
Earlier, the Pampanga Provincial Government has distributed garbage trucks to the 21 towns in the province. It has also provided financial assistance to LGUs for the creation of their MRFs.
