Napolcom exec misleading senators on chopper probe

SENATOR Franklin Drilon on Wednesday said a National Police Commission (Napolcom) official is misleading the Senate in its investigation on alleged anomalous purchase of pre-owned helicopters in 2009.
During hearings on the anomalous purchase Monday, Napolcom staff service chief Conrado Sumanga Jr. told the Senate blue ribbon committee that it revised specifications for Light Operational Police Helicopters (LOPH) to give more helicopter dealers qualify to bid for the contract.
Sumanga said the Napolcom lowered the minimum speed to 100 knots from 110 knots so two models offered by Enstrom Helicopter Corp. and the Robinson Raven I helicopters the Philippine National Police eventually bought would be considered for the contract.
Sumanga said the Enstrom F28F and 280FX had a maximum cruise speed of 112 knots and 117 knots, respectively. The Robinson Raven, meanwhile, could do 113 knots, he said.
But Drilon said Sumanga “got his measurement nomenclatures wrong” because he should have used miles per hour (mph) and not knots.
He said the Enstrom F28F could fly at 97 knots, or 112 mph. The Enstrom 280FX, meanwhile, can do 117 mph, or 102 knots.
The Robinson Raven I, meanwhile, is listed as having a maximum cruising speed of 113 knots, or 130 mph.
“A more in-depth analysis points that Sumanga excluded the weight in the examination of cruise speed,” he said.
He explained that the Napolcom specifications required the minimum speed of 100 knots while carrying a weight of 2,600 pounds. The figures given by Napolcom are based on a mission weight of 2,350 pounds.
Specifications from Enstrom show that under a mission weight of 2,600 pounds, both models have a maximum cruising speed of 75 knots, or 87 mph.
“Just the same, the Enstrom F28F and F280FX would have been disqualified,” he said.
The Napolcom came out with the original specifications for LOPHs in February 2008. The contract required a minimum power rating of 225-horsepower, 2,500-pound minimum gross weight, minimum cruise speed of 110 knots, minimum range of 229 miles, and minimum height capability of 12,000 feet.
Specifications were changed to a 200-horsepower minimum power rating, 2,600-pound maximum gross weight, 100-knot minimum cruise speed, 300-mile minimum range, and a 14,000 feet maximum height capability in April that same year.
“We had it changed to make it more generic instead of brand-specific,” former Local Government secretary Ronaldo Puno said Monday.
But according to specifications from Enstrom, the F28F and the 280FX would not have met the minimum range required. They have a maximum range of 263 miles under a mission weight of 2,350 pounds.
Drilon said the specifications were tailored so the two Robinson Raven I sold by Manila Aerospace Products Trading would qualify.
Lionair Inc., exclusive dealer for Robinson helicopters in the Philippines, said the helicopters were owned by Jose Miguel Arroyo, the former President’s husband. He has denied this.
Arroyo’s brother, Ignacio, said Lourdes T. Arroyo Inc. only leased them in 2004. (Sunnex)
