Motorcycle riders to have own lane starting October

THE Metropolitan Manila Development Authority (MMDA) will provide a lane for motorcycle riders along Commonwealth and Macapagal Avenues in Manila starting next month.
MMDA Chairman Francis Tolentino said the creation of the motorcycle lanes will help resolve issues of traffic congestion and safety along the two major roadways, especially at Commonwealth, which was dubbed the “Philippine killer highway” due to the number of fatal accidents involving motorists and pedestrian.
Tolentino said the fourth lane of the 12.5-kilometer-long Commonwealth Avenue and the rightmost lane of Macapagal Avenue would be designated as the motorcycle lanes.
The agency, he added, is set to start an information campaign to educate motorists on the plan.
“The full implementation of this is on October 17 and we will be doing a one-week warning practice starting October 10,” Tolentino said.
He said the MMDA personnel are already putting traffic and warning signs along the said roadways in preparation for its implementation.
At the same time, the MMDA chief warned that despite being provided with a lane dedicated for their use, the motorcycle riders are still covered by the 60-kilometer per hour speed limit imposed along Commonwealth and Macapagal Avenues.
“Like other vehicles they (motorcycle riders) are not exempted from the 60-kilometer per hour speed limit. The motorcycle lane is created for them not to stray on other lanes used by public utility and private vehicles,” Tolentino said.
He said the MMDA is finalizing the details of the plan along with the penalties or fines that may be imposed on violators.
MMDA Traffic Engineering Center Director Noemi Recio, for his part, reminded motorcycle riders that they should get out of the lane at least 100 meters if they are going to make a U-turn or warn other vehicles to prevent accidents.
Recio said they will re-implement a resolution passed several years ago requiring motorcycle riders to turn on their headlights even during the daytime to avoid accident.
He said this is needed since motorcycle is the smallest vehicle on the roadways.
The MMDA said earlier that data gathered by its Road Safety Unit showed that motorcycle accounted for the highest accident rate with 329 or 32.97 percent share, followed by cars with 201 or a 21.05 percent share in the first six months of last year.
The agency also said that based on records from the Land Transportation Office, there were 608,839 motorcycles and tricycles or about 34.4 percent of the 1.7 million motor vehicles registered in Metro Manila last year. An estimated 7, 000 motorcycle units are sold in the country on a weekly basis.
In 2008, two legislations (House Bill 3080 and House Bill 3145 or the Segregated Cycling Lanes Act were filed at the House of Representatives aimed at preventing road accidents, particularly those involving motorcycles.
The bills also called on their regulation following a report of the Asian Development Bank and the World Bankon road safety in the country showing that motorcycle riders figured as one of the most at risk of being killed or injured in a road accident.
