Mindanao execs want pact details clarified
MANILA, Philippines – Local government executives in Mindanao led by the mayor of Zamboanga City want clarifications on the details of a draft pact that would set up a new political entity in the south.
Zamboanga City Mayor Celso Lobregat called on the people to closely study the Bangsamoro framework agreement before a deal is formally signed on Oct. 15.
“I ask all of you to also be very involved; just follow each and every step of the way because this is a very important phase in the history not only of Zamboanga, the provinces and cities of Mindanao but the entire country,” Lobregat said.
In Manila, former President Joseph Estrada expressed concern that the agreement forged by the government and the Moro Islamic Liberation Front (MILF) might create another rebel breakaway group.
“I hope it will not result to the creation of another breakaway group. The administration of (former) President (Fidel) Ramos signed an agreement with the Moro National Liberation Front (MNLF), but this resulted to the creation of the breakaway group MILF. I hope this will not result to this,” Estrada said.
At the Senate, Sen. Miriam Defensor-Santiago cited possible constitutional issues that may hound the proposed accord that would create a Bangsamoro region in Mindanao in place of the Autonomous Region in Muslim Mindanao (ARMM).
Lobregat, who has been leading the city in its fight against the inclusion of any of its territory in MILF demands, complained that the government panel is not practicing transparency.
He said government peace panel head Marvic Leonen had not informed the concerned local governments regarding the framework agreement that will give birth to the new political entity, Bangsamoro.
He reminded the government panel that it has always been the position of the ZamboangaCity government that the talks should be transparent before any agreement is signed.
“The stakeholders, especially the LGUs (local government units), should be consulted and any consultation done after the fact will be meaningless,” Lobregat said.
He said that based on the copy of the framework agreement they got, there are questionable details, including the areas that will be covered by the new entity.
“We are studying it and there are issues there that more or less need to be clarified or need to be dealt with,” he said.
He cited the present territory of the ARMM, but mentioned Lanao del Norte, several barangays in North Cotabato, cities of Cotabato and Isabela in Basilan as well as deals about contiguous areas that may opt to join.
Lobregat said even though Zamboanga City was not mentioned in the latest peace deal, the city will still be affected if 10 percent of the population asked to be included in a plebiscite.
“So even though we are not specifically mentioned – there may and will be provisions there that will affect non-ARMM,” Lobregat said.
“So, we have to seriously study this before we can make a more or less definite clarification of the provisions for our people,” he said.
Officials and residents of Iligan City were relieved after the framework agreement did not include the city.
During one of the recent visits of presidential peace adviser Teresita Deles to Iligan, the official hinted that the city would not be included in the new agreement.
In 2008, when the controversial Memorandum of Agreement of Ancestral Domain (MOA-AD) was about to be signed in Malaysia, Iligan City Mayor Laurence Cruz, Zamboanga City Mayor Lobregat, and then North Cotabato vice governor Emmanuel Piñol filed a petition in the Supreme Court that eventually declared the MOA-AD unconstitutional.
The petitioners said there was no consultation with the concerned citizens.
