Mayuga report clears military of liability in 2004 poll fraud

A REPORT detailing the involvement of the military in alleged 2004 election fraud raised more questions than answers, representatives of a progressive party-list group said Wednesday.
The report prepared by former Navy Vice Admiral Mateo Mayuga was hidden from the public during the Arroyo administration.
During a budget hearing held in the House of Representatives last week, Defense Secretary Voltaire Gazmin said the report had a “secret” security classification.
Bayan Muna Representative Neri Colmenares then said that the report being classified as “secret” is shocking because an investigation on poll fraud is not a threat to national security.
The conclusion stated by the Armed Forces of the Philippines (AFP) Fact Finding Board in its 10-inch thick report with annexes stated that “the AFP cannot be entirely faulted for some lapses in the conduct of its deputation duties” although “to a certain extent, there were acts or omissions committed by some military personnel beyond the norms of professional conduct expected of them.”
“The AFP exerted its best efforts to discharge its deputation duties during the actual conduct of election as evidenced by the lesser number of reported election related violent incidents,” the report stated.
Colmenares told reporters that it was questionable for the previous administration to have kept the information contained in the report if there was nothing controversial about it.
“Walang iniimplicate na military. We will go into annexes kung saan ito patungo in terms of electoral fraud,” he said.
Representative Teddy Casino, for his part, said investigators seemed to “hold back” and avoided to press further on details despite their various sources of information.
“Very general ang findings and recommendations kaya importante pag-aralan yung annexes. We will look into the connivance of Garci and other operators,” he said, referring to former elections commissioner Virgilio Garcillano who was implicated in the “Hello, Garci” scandal – a conversation allegedly between him and former President Gloria Macapagal-Arroyo days after the conduct of the 2004 polls.
“Because it is military investigating military, may tendency to cover up yung kapwa nila sundalo,” he added.
The two progressive party-list lawmakers will submit the contents of the Mayuga report to the House Committee on Suffrage and Electoral Reforms.
