Mayors told: Use calamity funds

CITY OF SAN FERNANDO — Governor Lilia Pineda has asked mayors in flooded towns to use their respective calamity funds in rehabilitating damaged infrastructures.
The governor issued the statement after the Department of Public Works and Highways informed her that the agency was in a “zero state” and has no budget left for repair of infrastructures and for desilting rivers.
Pineda over the weekend convened an emergency meeting at the Provincial Disaster Risk Reduction and Management Council, where Engineer Lulu Alingcastre presented before members and mayors damages in the towns of Sta. Rita, Porac and Guagua.
“Now that we have confirmed na zero ang DPWH, it will be up to us to do the repairs and desilting of our waterways. Wala pa palang nagagawa kundi sandbagging eh mayroon na namang [paparating na] bagyo. I would suggest that mayors draw the budget from their calamity funds kung may natira pa,” Pineda said.
She also asked DPWH engineers to stop program of works like slope protection with inferior quality.
“Sayang lang ang pera ng taong bayan,” she said.
Pineda said the Provincial Government already approved the purchase of heavy equipment and the immediate stockpiling of sacks and filling materials that will be used for palliative measures.
For their part, DPWH officials said they could extend support in the repair and rehabilitation of damaged infrastructure by lending their available equipment and personnel.
Present during the emergency meeting were mayors Eddie Guerrero of Floridablanca, Ric Rivera of Guagua, Lala Leoncio of Sasmuan, Carling Dela Cruz of Porac, Asiong Macapagal of San Luis, Katoy Naguit of Minalin, Jomar Hizon of Bacolor, Omeng Concepcion of Sta. Ana, Board Members Nestor Tolentino and Cris Garbo, Colonel Greg Catapang of the Philippine Army and officials from the Provincial Engineer’s Office.
