Mayors’ league backs housing bill

CITY OF SAN FERNANDO — The League of Cities of the Philippines (LCP) expressed its support to the housing bill that seeks to create local housing boards in cities.
In a letter, LCP president and San Fernando Mayor Oscar Rodriguez said the local housing boards will enable local governments to focus more on providing socialized housing.
The letter was sent to Oriental Mindoro Representative Rodolfo Valencia of the Urban and Development Committee of the House of Representatives.
Valencia is the author of the housing bill.
Rodriguez said the local housing board is seen as mechanism for implementing and monitoring local housing policies, including the formulation of local shelter plans and implementation of the socialized housing agenda.
The LCP also lobbied for a more flexible appropriation for the local housing fund that will be determined by local government units instead of a fixed five percent appropriation from their Internal Revenue Allotment.
In the Philippines, the housing problem is largely an urban phenomenon. The housing backlog in the urban areas has reached 3.7 million in 2010, according to the latest National Urban Development Framework of the Housing and Urban Development Council.
In Metro Manila alone, the backlog has reached close to 500,000 units, which requires about 3,000 hectares if designed to accommodate detached housing units.
