Mayor urged to consider environmental factors on toxic waste issue

CITY OF SAN FERNANDO — San Fernando City Environment and Natural Resources Office (CENRO) chief Rowena Siron-Freeman on Friday urged Macabebe Mayor Annette Balgan to consider some factors that may be bringing about the fourth district town’s toxic waste problem.

Balgan earlier claimed that industrial plants in this city have caused a toxic waste build-up in the town’s waterways, affecting the livelihood of folks in the predominantly aquatic and fisheries municipality.

Freeman had first questioned the absence of an alleged letter of complaint Balgan claimed she sent to this city’s Mayor Oscar Rodriguez. She also branded Balgan’s statements on the toxic waste issue as “lacking in substance and grossly misleading.”

In her official statement, Freeman said: “Prior to putting the blame solely on the City Government, statements must be supported by strong evidence from credible research or scientific studies. Otherwise, it is very unfair to make unfounded allegations.”

Freeman also added that some factors which may explain what they are experiencing should also be considered like climate change.

“Two of the sectors that would be greatly affected by this global phenomenon are the agricultural and fishery sectors,” Freeman noted.

She also suggested that the Macabebe Municipal Government should examine coastal management in the municipality, including regulations on fishing practices which could affect the yield of fishermen in the area.

Freeman stressed in her statement that “local government officials should know that environmental problems, like those of waste water or solid waste floating on rivers, know no political or geographic boundaries. The problem faced by the Municipality of Macabebe is also faced by the City of San Fernando since these river systems are interconnected.”

She said the City Government of San Fernando passed in 2008 the CSFP Environment Code, which acts as the legal framework for all environment concerns in the city, including air and water quality and solid waste management.

Presently, she added, the City Solid Waste Management Board is updating the 10-year City Solid Waste Management Plan.
