Mayor reiterates crusade vs waste

ANGELES City Mayor Edgardo Pamintuan reiterated his crusade against indiscriminate waste disposal during the solid waste management summit held at the city library on Wednesday.
Pamintuan said he will not repeat the alleged inefficiencies of the previous administration with regard to the issue of waste management.
The mayor said he would rather divert his attention and time solving to the garbage problems inherited by his administration.
He exhorted barangay leaders and city officials to work together in eliminating waste at the Material Recovery Facility (MRF) at Barangay Pampang of its accumulated garbage.
Pamintuan vowed to clear the MRF with garbage so as to safeguard the health conditions of nearby residents, patients of the Rafael Lazatin Memorial Medical Center (formerly Ospital ning Angeles), and the consumers and traders at the public market.
During the summit, the local official was joined by Pampanga Auxiliary Bishop Pablo Virgilio David, Director Ricardo Calderon of the Department of Environment and Natural Resources in Central Luzon, and lawyer Zoilo Andin, former executive director of the National Solid Waste Management Commission.
Topics about the National Greening Program, Air and Water Pollution and Solid Waste Management were tackled during the summit.
The summit is aimed at educating all sectors of the community of their social responsibility in the maintenance of a clean and healthy environment through proper waste and garbage disposal.
David urged everyone to comply with environmental laws and ordinances and refrain from throwing their trash into the Sapang Balen creek.
Andin called on village officials to establish a solid waste management committee within their respective areas.
He said the law requires local government units (LGUs), starting from the barangay level, to take part in solid waste management.
Republic Act 9003, or the Ecological Solid Waste Management Act, states that LGUs shall be primarily responsible for the implementation and enforcement of the law.
Mayor Pamintuan also called on the City Council to pass an ordinance that would award those who cooperate and will comply with waste management laws instead of penalizing violators.
He appealed to government and non-government organizations, business communities and the academe to cooperate and join the City Government’s crusade for a cleaner and greener city.
The city is spending P60 million for solid waste management program, but Pamintuan expressed confidence that he could trim the figure down to P10 million with the help of the citizens.
