Mayor hit anew on ‘anomalous’ transaction

CITY OF SAN FERNANDO — Mexico Mayor Teddy Tumang has been accused of another anomaly by Councilor Rex Calma, this time for allegedly “jacking up and manipulating prices” of anti-dengue products.
The Municipal Council allocated and approved P3 million last September for its anti-dengue drive after Mexico was placed under a state of emergency.
The amount is five percent of the 70 percent calamity fund and was appropriated for the purchase of chemicals and essentials to fight dengue in various villages of the town.
Calma told Sun.Star Pampanga on Friday that he discovered the anomaly when some residents from Barangays Sabanilla and Sto. Domingo approached him and other members of the august body, including Vice Mayor Roy Manalastas, that they have been affected by dengue despite the release of the funds and the spraying of Malathion and Abate in their areas.
Some were even taken to the Mexico Community Hospital, he said.
“Alam kasi nila na mahigpit kaming nagbabantay sa bayan. When we were informed by the residents about it, especially by one man who used Malathion na mas grumabe ang kalagayan nila at magkaroon ng asthma, I had these doubts so I and the vice mayor and two other councilors, immediately and officially requested the municipal accountant for documents regarding the transaction. And true enough, it was again anomalous and Mayor Tumang’s imprint was on it,” Calma said.
The feisty councilor said he had to travel to Nueva Ecija to check on the supplier and prices of the two chemicals, which he noted had long been banned by the Department of Health (DOH).
“We went to the DOH and we were told Malathion and Abate have long been banned because these are hazardous to the health of people,” Calma said.
Presenting documents, Calma compared the prices of the winning supplier — one AC Agromax Industries Corporation owned by Jojit Dela Cruz of Sta. Rosa, Nueva Ecija — and that of other suppliers in the same area, including the main distributor, the Farmers Atlas Marketing Corporation in Cabanatuan City.
He said “Dela Cruz’s AC Agromax charged P300 per liter for 3,500 liters of Malathion for a total of P1,049,972 and P575 per pack of 2,500 sachets of Abate for a total of P1,437,520. All in all, the purchase amounted to P2,487,492.”
He added that they purchased from the distributor Farmers Atlas, the source of AC Agromax, and based on receipts, “you could very well see that a liter of Malathion costs only P210 while per sachet of Abate was priced at only P325.”
“Ang nakakapagtaka pa dito ay kung paano nakuha ni Dela Cruz iyung deal gayong naglalako lang siya at ang capital niya, based on records we checked, ay P100,000 lang,” he said.
’Entrapment’
Calma said he was able to track down Dela Cruz when he got his phone number from one of the sources of Malathion in Nueva Ecija.
“He agreed to meet me in Bulacan. A crew and the host of an investigative program from a national television station who were on the tail of the story decided to video tape our meeting for documentation. I disguised myself as a Bulacan councilor hoping to get the same deal so I could details and it worked,” he said.
The councilor narrated and described the alleged statements of Dela Cruz: “Kinausap daw siya ni Mayor Tumang at tinanong siya kung puwede daw siya sa presyo ng mayor. Sinabi din daw ni Mayor Tumang na iyung mga presyong iyun ang ilalagay sa resibo at may patong na nga. Isa pa ay ipinalabas na delivered iyung chemicals pero returned naman ang products. So in short, binigyan daw ni Dela Cruz based on the deal ng P1 million cash si Mayor Tumang.”
Calma said Tumang allegedly opened an account at a commercial bank in this city. “Inamin niya iyun sa isang interview sa kanya. I even posted that on my Facebook and he was the one who corrected it na hindi daw September iyun kundi October. A teller at the bank confirmed it as well as iyung asset namin who described the cash was contained in a brown envelope.”
He added that he and his group will send copies of the video tape and documents of the transaction to the Ombudsman and other authorities.
Politics and character assassination
In an interview, Tumang branded Calma’s accusations as mere continuing politicking and character assassination.
“That’s nothing new. It’s politics and mere character assassination,” said the mayor, who just received a medal of excellence and seal of good housekeeping from the Department of Interior and Local Government.
But Calma reiterated: “We are disclosing this for the sake of the people of Mexico. Wala kaming hustisyang makuha sa Ombudsman pati na sa Commission on Audit, kaya ipinaparating namin ito sa taong bayan. At paano magiging politika at character assassination ito eh hindi na siya tatakbo bilang mayor dahil tapos na siya at ako at mga kasama kong dalawa pang konsehal ay hindi naman tatakbong mayor. Kung wala siyang ginawang anaomalya, meron ba kaming isisiwalat sa taong bayan?”
