Massive agri-tourism plan for Aetas starts

FLORIDABLANCA — The sleepy and inaccessible village of Nabuclud here is now the site of a multi-million peso master plan that aims to draw in tourists and improve the lives of Aeta tribes through high-value crop cultivation.
This developed as Governor Lilia Pineda visited Barangay Nabuclud on Wednesday for the finalization and initial start of the development master plan that includes the construction of tourism-related facilities and the clearing of ancestral lands to be devoted to agricultural cultivation.
Pineda met with barangay chairman Roger Apang and other tribal leaders joined by Board Members Fritzie David-Dizon, Nestor Tolentino, Teresito Lingad and Ricardo Yabut.
She said it is essential to make the 9,000-square meter ancestral land productive to improve the lives of the Aeta community in the area.
“Aetas here have massive tracks of land but they live relatively poor. They earn little from what they grow and they have no existing industries to begin with,” Pineda said in the vernacular.
She said the village has an enormous potential as a tourism destination and could be turned into a model community for sustainable farming.
Village in the sky
Nabuclod is one of the least accessible border villages of Floridablanca town. It is nestled along the hills and mountains of the Subic-Pampanga mountain ranges, boasting of picturesque views and provides a perfect place for outdoor nature activities.
Pineda has ordered the immediate construction of a view deck, nipa huts and a restaurant facility to be able to cater to tourists. She said such facilities in place will make the area more tourist-friendly.
“Tourists can go for long hikes and camp in the mountains. They can enjoy an overnight stay and buy local fruits grown by the natives. All this we expect to be possible in a few months’ time,” Pineda said.
The governor has also instructed the local village chief to ensure the cooperation of the local population and ensure that tourists are treated well. The tourism facilities are expected to be managed by the Provincial Government in cooperation with the Aeta community.
A group of tourist guides are now being screened to be able to become the first line of service in the tourism program.
Apang told Sun.Star Pampanga that the village community is very supportive of the Provincial Government’s plan.
“The community is excited but some have expressed apprehensions that they might lose their lands in the process. But Governor Pineda has assured us that the development coming in will not deprive the Aetas of their lands,” Apang said in the vernacular.
Agricultural, social development
Pineda has also ordered the immediate implementation of memorandum of agreement (MOA) for the development of agricultural lands in three villages here.
The MOA states that the province will spearhead the planting of fruit bearing trees, banana and vegetables, including other crops within the ancestral domain in the villages of Nabuclod (300 hectares), Camachile (400 hectares) and Mawacat (300 hectares).
Technical Working Group chair Nestor Tolentino told Sun.Star Pampanga that Pineda has ordered the acquisition of farm implants to be lent to the Aeta farmers so that they could start their land preparations.
Tolentino said the Provincial Government has agreed to give food support to the farmers while they prepare their lands for the development of the area.
“The plan also includes the establishment of a pipe system that will bring the water into the farm lands and the tourism area,” Tolentino said.
Tolentino added Pineda also ordered that rehabilitation of school buildings, construction of a covered court and health center to improve social services in the village.
“We are very optimistic of all these plans will be accomplished just before the 20th anniversary of the Mt. Pinatubo Eruption,” Tolentino said.
