Manipis closed as DPWH widens road

THE Department of Public Works and Highways (DPWH) Cebu 2nd Engineering District will close in two shifts the accident-prone Cebu-Toledo Wharf (Manipis) Road starting today, to make way for the widening of a six-kilometer stretch.
Manipis Road will be closed to traffic from 9 a.m. to 4 p.m. and from 9 p.m. to 4 a.m. from Mondays to Saturdays, to avoid accidents that may be caused by earth-moving activities.
In her letter to the DPWH 7 regional director, District Engineer Daisy Toledo assured they will set up signs in strategic areas of the Manipis Road. Public advisories will also be disseminated, she said.
“Upon completion of all earth-moving activities, another notice will be issued for its reopening to traffic,” Toledo said in her letter to the DPWH Director.
With the road closure, the alternative roads for motorists are the Naga-Uling Road and the Transcentral Highway.
The P34-million road widening project is seen to help prevent accidents in the narrow portions of the road, which exits to Lutopan in Toledo City.
Project Engineer Paz Adlawan said the width of the Manipis Road ranges from four to six meters, depending on the location.
“Although the government has a road-right-of-way of 20 meters to widen the Manipis Raod, DPWH now wants to achieve (a width of) at least 10 meters to pave about 6.7 meters of road plus the road shoulder and drainage,” Adlawan told Sun.Star Cebu.
In widening the road, the contractor will cut mountain curbs beside the Manipis Road to make these safer for motorists.
The contract also includes the installation of box culverts and drainage system.
DPWH 7 originally appropriated P40 million for the widening of Kilometer 22.080 to Kilometer 28.380.
But the winning bidder, QM Builders owned by engineer Allan Quirante, contracted the project for only P34 million, said Adlawan.
The 2nd Engineering District has informed concerned chief executives, including Cebu City Mayor Michael Rama, Talisay City Mayor Socrates Fernandez and Toledo City Mayor Aurelio Espinosa, about the temporary road closure.
