Manila’s 5-month forex surplus higher on strong inflows

THE Philippines’ balance of payments (BOP) surplus fell in May because of the payment of maturing foreign exchange obligations of the national government and the central bank.
Bangko Sentral ng Pilipinas (BSP) Gov. Amando Tetangco Jr. said the country’s BOP registered a surplus of $217 million in May, down 79 percent from the $388 million in the same month last year.
Helping pull down the country’s BOP surplus was state-run Power Sector Assets and
Liabilities Managment Corp.’s drawdown of foreign currency with the BSP.
Last month’s BOP brought the cumulative surplus to $4.8 billion in the first five months of the year, still up 43 percent from $2.733 billion in the same period last year.
“BOP surplus in May was due mainly to inflows from foreign exchange operations of BSP, income from investments abroad, and foreign currency deposits of the Bureau of the Treasury,” Tetangco told reporters.
The other forms of investments under the BOP are loans and holdings of currency and deposits.
The BOP position reflected the final gross international reserve (GIR) of $68.9 billion at end-May, up $100 million from the preliminary $68.8 billion reported on June 7.
The country’s GIR is projected to reach $70 billion this year and expand to $75 billion in 2012.
“There will be some slowdown [in capital flows] but seen to be likely temporary given the continued good prospects for growth in Asian region and other emerging markets. The renewed uncertainty and recovery in the US and other advanced economies have also fueled risk appetite for emerging assets,” Tetangco said.
He said that if these advanced markets adopt measures to boost their economies, then these moves could lead emerging markets to become more attractive.
“If there is further easing of monetary policy in the advanced economies, more liquidity will be released into the system, the tendency is for capital to go into emerging markets,” Tetangco said.
The country’s BOP position was projected to register a surplus of $6.7 billion this year and $4.5 billion in 2012 amid expectations of a higher trade deficit.
