Mabalacat cityhood bill approved

MABALACAT — The House of Representatives committee on local government approved Tuesday Mabalacat’s bid to become a city, paving the way for the town to become a component city within this year.
House Bill 2509, “An Act Converting the Municipality of Mabalacat in the Province of Pampanga into a component city to be known as the Mabalacat City”, went easy sailing in the committee chaired by Negros Representative George Arnaiz, meeting no objection at all from committee members.
Mayor Marino Morales was elated with the approval of the house bill, saying it shows that the town has complied with the cityhood requirements in terms of population and income, among others.
Once the town becomes a city, the local government will be more efficient in the delivery of social services, said Morales.
“We will be able to carry out with our plans and programs and we will show to the people a government that cares and a government that is responsive,” he said.
The mayor expressed gratitude to Congressman Carmelo Lazatin, author of House Bill 2509, and the other congressmen who approved the bill.
In his speech before the committee members, Lazatin said Mabalacat’s conversion into a city will benefit the people of the northernmost town of Pampanga.
“The people there will surely enjoy the transformation of the town into a city,” Lazatin said.
Local officials were led by Morales in attending Tuesday’s committee hearing slated by the committee on local government of the House of Representatives.
The said committee invited officials of the Land Management Bureau (LMB), National Statistics Office (NSO), and Bureau of Local Government Finance (BLGF).
The town officials attended the hearing to support to this first-class town’s cityhood.
“The people of Mabalacat deeply appreciate the support extended by Congressman Lazatin and the members of the committee. Their support will go a long way in helping us enhance the living standards in our town,” Morales said.
During the hearing, a representative of the BLGF affirmed that the town has met the income requirement under the Local Government Code. The representative also emphasized that the income of the province of Pampanga will not be affected when Mabalacat becomes a city.
Mabalacat’s income was certified to have reached P144 million, which is way above the P100 million basic income requirement. On population, a representative from the NSO has also certified that the town has 203,000 residents, representing an almost double of the basic 100,000 required population for a component city.
These were the primary considerations, which were looked into by the committee in Tuesday’s hearing.
Mabalacat officials and executives trooped here Tuesday in a show of solidarity in the move to have the town converted into a component city.
Among those present were Vice Mayor Noel Castro, Councilors Liza Pineda, Cherry Manalo, Jerry Basilio, Christian Halili, Benny Jocson, Rox Pena, Jeng Yumul, Dau Barangay Captain Marino Atlas Morales, Municipal Administrator and Cityhood Chair Rosan Paquia, Chief of Staff June Magbalot and top aide Benjie Pangan.
All department heads were also present in the meeting here, including representatives from the local police, fire department, urban poor and other sectors.
