Local governments reminded of solid waste management budget

CITY OF SAN FERNANDO — Provincial Board Member Nestor Tolentino on Friday reminded local government unit (LGU) executives and their respective local finance committees and environment councils of their budget for solid waste management.
During the appropriations committee hearing at Capitol, Tolentino said that as agreed upon during a December forum at Clark Freeport last year, LGUs are mandated to appropriate five percent of their Internal Revenue Allotments for solid waste management.
“I have noticed in your budgets submitted to us that the five percent allocation for solid waste management has not been included. This is a commitment made by all mayors, as requested by our Governor [Lilia Pineda] during our environment forum at Clark last December,” he told heads of local finance committees.
“Actually, it was the mayors themselves who recommended that all barangays be enjoined to allocate five percent of their IRA too for solid waste management,” said Tolentino, who heads the committee on environment.
Appropriations committee chair Crisostomo Garbo agreed with Tolentino, saying, “This committee is giving you until June this year to submit to us a supplemental budget for that purpose. It must be complied with since five percent for solid waste management has been unanimously agreed upon.”
Tolentino is set to file immediately a resolution reiterating to mayors the five percent for solid waste management in the Provincial Board’s next regular session.
