Liberal allies declare early

ALLIES of the Liberal Party (LP) and the Bakud Party of Cebu’s fifth district, led by gubernatorial aspirant Hilario Davide III, filed their certificates of candidacy (COC) yesterday.
At the Commission on Elections (Comelec) provincial office, Davide turned up at 8 a.m. with his wife, mother and father, former Supreme Court Chief Justice Hilario Davide Jr.

By 10:35 a.m., a daughter of the late vice governor Greg Sanchez Jr., Engr. Grecilda Sanchez, filed her COC to become a Provincial Board (PB) member of the third district, also under LP. She arrived with Vice Gov. Agnes Magpale, who said she and her son Miguel will be filing their COCs on Friday.
Elsewhere in Cebu, it was a quiet first day for the filing of COCs. Candidates have until 5 p.m. this Friday to present their COCs, along with certificates of nomination and acceptance (CONA) for those who belong to parties.
No candidates turned up in the cities of Mandaue and Lapu-Lapu, as well as most of the first district of the province.
In Cebu City, a laborer, a man who claimed to be a journalist, and a retired prosecutor were among those who trooped to the Comelec.
According to a resolution, the poll body will come up with a final list of candidates before the year is over.
The same resolution states that any registered voter or political party, organization or coalition of parties can file a petition to deny due course or to cancel a COC, within five days from the last day of the filing of the COCs.
At the provincial Comelec office, LP candidate Rep. Gabriel Luis Quisumbing showed up at 11:10 a.m. to file his COC. He is seeking reelection.
Families
A smattering of candidates also showed up at the Comelec’s offices in the towns.
Cordova Mayor Adelino Sitoy, also of the LP, filed his COC for mayor yesterday morning. His daughter Mary Therese Sitoy-Cho will be filing her COC for vice mayor today.
At 10:45 a.m. yesterday, the complete slate of Bakud-LP in Compostela filed their COC in the municipal Comelec office. Led by Mayor Joel Quiño and vice mayoral candidate Josephine Abing, all eight councilors submitted their COCs.
Rep. Ramon “Red” Durano VI accompanied them. The congressman and other Bakud Party members will be filing their COCs in Danao and the Comelec Provincial office late this week, said Magpale.
Consolacion Mayor Teresa Alegado also filed her COC under LP yesterday. Her vice mayoral candidate, Dr. Aurelio Damole, will also file his COC under LP, together with their slate for the council.
In the south, Argao Mayor Edsel Galleos filed his COC for mayor under LP, according to a DyLA news report.
At 8:50 a.m., independent candidate Simeon Kintanar, a congressional aspirant of Cebu’s second district, filed his COC at the Comelec provincial office. Kintanar had served three terms as congressman of the district, from 1998 to 2007, before being
replaced by former governor Pablo Garcia.
No quitter
Except for Talisay City, a majority of election offices in the towns and cities in the first district reported zero turnouts of aspiring political candidates during the first day of the filing of COCs.
In Talisay, only one person was able to file his COC as of 3 p.m. yesterday. He’s considered a regular by now.
Teodoro Restauro Bascon, 54, a retired public school teacher from Barangay San Isidro, filed his COC at 3 p.m. yesterday. Bascon, who wants to join the city council, said he has been participating in the elections since 1992, and at one point filed his COC for
governor.
“Quitters never win, winners never quit,” Bascon said.
Talisay City Election Officer Corazon Moran said she was not surprised to see Bascon.
She has been witness to Bascon’s resilience ever since she started her job as municipal election officer back in 1984.
However, in other areas in the first district, no one went to the election offices to file their COCs.
Quiet
Election officers in Minglanilla, Naga City, San Fernando, and Sibonga had a quiet first day. However, there were those who just approached them to inquire or get forms for the COCs.
No one also went to the Comelec offices in the cities of Mandaue and Lapu-Lapu yesterday.
Lawyer Anna Fleur Gujilde, Mandaue Comelec officer, said that candidates usually file
their COCs on the last day.
Her office was notified that the LP candidates in the city, led by Mayor Jonas Cortes, will file their COCs at 11 a.m. on Friday.
Three police officers secured the Comelec office in Mandaue.
Mayor Paz Radaza and her camp will file their COCs on Friday as well, said Lapu-Lapu City consultant Jonji Gonzales.
No one has announced plans yet to run against the incumbent officials of Mandaue and Lapu-Lapu.
In Cebu City, Juan Arenasa, 62, was the first to file his COC. Aranesa, who seeks to be elected as a congressman in the north district, filed his COC at 10:05 a.m. He will run as an independent candidate.
Sixth attempt
In his COC, Arenasa wrote that he is a laborer. He resides and is a registered voter of Barangay Mabolo.
North district election officer Atty. Marchel Sarno, in an interview yesterday, said it is already Arenasa’s sixth time to run for the north district congressional seat.
Another independent candidate for the north district congressional seat, Pablo “Junex” Doronio, filed his COC around 2 p.m. yesterday.
In his COC, Doronio wrote that he is a resident of Barangay Day-as. He identified himself as a journalist but did not specify what media outlet he works for.
Around 3 p.m. yesterday, a third independent candidate for the north district congressional seat filed his COC in the person of Vicente Mañalac, who is a retired prosecutor.
Arenasa, Doronio and Mañalac will be facing Anabelle Rama of Mayor Michael Rama’s Team Rama and Rep. Rachel “Cutie” Del Mar or her father Raul of the Bando Osmeña Pundok Kauswagan for the north district congressional race in the 2013 elections.
