Let’s uphold anti-red tape act: mayor

ANGELES CITY — Mayor Edgardo D. Pamintuan has urged frontline service offices in the city to uphold Republic Act (RA) 9485, or the Anti-Red Tape Act (ARTA) in a bid to end graft and corruption in government service.
Pamintuan said RA 9485 was passed in order to improve efficiency in the delivery of government service to the public by reducing bureaucratic red tape, preventing graft and corruption, and providing penalties for the violators.
The mayor reiterated the strict implementation of RA 9485 to City Hall employees so that people will see that his administration is serious in eradicating corruption in the government.
“I have been working even during late night hours just so I could provide the service when it was needed. I appeal that all city employees will do the same in serving our people,” Pamintuan said.
Under the rules of RA 9485 on accessing frontline services, government employees are required to observe appropriate working schedules, to wear identification cards that should be worn during office hour and that their respective office should put up a public assistance desk.
The mayor also ordered the strict implementation of the “no lunch break” policy among frontline personnel to ensure services are uninterrupted.
“The law provides uninterrupted delivery of frontline services, meaning, there would no longer be lunch break and snack time,” he said.
“Clients who would come in at 12:30 must be attended to,” Pamintuan added.
Frontline services are the process or transactions between clients and government offices or agencies involving applications for any privileges, right, permit, reward, license, concession, or for any modification, renewal or extension of the enumerated applications or requests which are acted upon in the ordinary course of business of the agency or office concerned.
These offices include the City Assessor’s Office, Business Permit and Licensing Division/Business One Stop Shop, City Health Office, City Planning and Development Office, City Social Welfare and Development Office, City Engineer’s Office, Local Civil Registrar, Ospital ning Angeles, Public Employment and Services Office, City Treasurer’s Office and City Veterinary Office.
Dulce Cochon and Diana Henson, officers of the Public Assistance and Liaison Division of the Civil Service Commission in Central Luzon recently visited the City Hall.
They lauded Pamintuan for his support to the stern implementation of ARTA.
