Lawmakers question intelligence fund hike of Aquino’s office

SEVERAL House members grilled Executive Secretary Paquito “Jojo” Ochoa Jr. Thursday after the Office of the President (OP) doubled its appropriation for intelligence funds.
Under the proposed national budget for 2012, the OP will get P600 million intelligence funds from this year’s P300 million.
Ochoa said the increase is due to the reactivation of the Philippine Center on Transnational Crime, Anti-Terrorism Council, and the Presidential Anti-Organized Crime Task Force, all of which falls under his office.
In the House budget hearing of the OP, Kabataan party-list Representative Raymond “Mong” Palatino said Ochoa should re-channel the P300-million increase of intelligence funds to social services.
Palatino said the increase can benefit social services like public tertiary education and health, which will again suffer budget cuts in 2012.
“The increase in intelligence funds cannot but appear questionable especially in light of the budget cuts to social services like public tertiary education and health. The P300-million increase of intelligence funds will benefit those who will be directly affected by the cuts to social services,” the lawmaker representing the youth said.
“The nature of these intelligence funds is also unclear. For what specifically will it be used? The lack of transparency can dangerously lead to program allocations that may go against the democratic rights of the people,” he added.
Muntinlupa Representative Rodolfo Biazon, for his part, said the Budget department should have allocated more intelligence funds to other agencies; for instance, the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP).
Next year, PNP will get P270 million intelligence funds while only P170 million of the same kind of allocation will be given to the AFP, which Biazon identified as the “main security agency of the country.”
“Is it at all possible to raise intelligence funds of AFP and the Defense department more than the proposed because intelligence needs planning and at the beginning of year, AFP must know how much it has in his hands,” Biazon pointed out.
