Lawmakers, Public Works start inspection planning on river system

STA. ANA — Third District Representative Aurelio “Dong” Gonzales Jr. and officials of the Department of Public Works and Highways (DPWH) have started the inspection of major waterways here for the revival of the Pampanga River Control System (PRCS).
Gonzales earlier met officials of the Provincial Government of Pampanga led by Governor Lilia Pineda to assess the flooding situation in the rest of the province.
The lawmaker said the province now is in need of a renewed evaluation of river systems to fully address the problem of flooding, as the situation in the province’s river systems have drastically changed since the eruption of Mt. Pinatubo.
The lawmaker also conducted an aerial inspection of the province’s third district to further understand which waterway is in need of urgent attention.
Gonzales inspected Sta. Ana town and have identified the Inuman Baka System as one that needs urgent attention.
“We have seen that some areas in the district are still underwater and that floodwaters stay longer compared in the past. There have been also a lot of chokepoints in the river systems due to encroachment and siltation,” Gonzales said.
Gonzales said the inspection had yielded valuable information on how the DPWH would be able to carry out the revival of the PRCS. The PRCS aims to appropriate a maintenance fund devoted to the upkeep and upgrading of the river systems.
The lawmaker added that the PRCS must also include development plans on a long-term basis on how to create new channels and fully upgrade the river system facilities like ripraps, concrete slope protection and the like.
“There should be a long-term study and master plan on how to address flooding in the next 10 to 20 years,” Gonzales said.
Under the revival of the PRCS, there is a need to rehabilitate into perfect working conditions river tributaries like the Mapalad River in the City of San Fernando as well as the Betis River. (Ian Ocampo Flora)
