Lawmaker’s camp denies mayor’s ‘bankruptcy’ allegation
ANGELES CITY – The camp of Representative Carmelo Lazatin (1st District, Pampanga) said the City Government’s bad credit is due to bankruptcy, and Mayor Edgardo Pamintuan was lying when he said the city incurred bad credit because of the lawmaker’s loans when he was still the city mayor.
In an earlier press statement, Pamintuan said the loans made by Lazatin during the latter’s term as mayor are the reasons why the City Government is now prohibited from acquiring loans from banks unless cleared by the Department of Finance (DOF), due to bad credit.
Contrary to the claim of Pamintuan’s camp, Irish Calaguas, Lazatin’s chief political affairs officer, said the loans acquired by Lazatin during his term were paid by Mayor Blueboy Nepomuceno’s in October 9, 2009.
On August 13, 2009, the City Government entered into a Term Loan Facility Agreement with Philippine Veterans Bank (PVB) that is payable within a period of 12 years and divided into two tranches.
Tranche I of the loan was used to cover the city’s outstanding loans to the Land Bank of the Philippines (LBP) and the Development Bank of the Philippines (DBP) while Tranche II was used to finance the then proposed Angeles City Sports Complex.
On October 9, 2009, the City Government received Tranche I of the loan amounting to P228,447,999.57 and the money was used to refinance the outstanding loans, which meant that the loans from LBP and DBP incurred by the Lazatin government have been cleared.
Calaguas said there is no way an alleged special audit team will rule that the loans of Lazatin are questionable since the balance of the said loan, amounting to P228,447,999.57, was in fact already paid by the City Government through another loan with PVB in 2009.
Calaguas added that when Lazatin’s term as mayor expired on June 30, 2007, the City Government was able to obtain another loan from the PVB amounting to P600 million for the construction of the Sports Complex in October 2009.
The P600-million loan, Calaguas said, was originally intended for a sports complex but was instead diverted by Pamintuan for the construction of the still unused City College of Angeles City and the still un-started expansion of the Rafael Lazatin Memorial Medical Center or Ospital Ning Angeles.
Calaguas also said the loans acquired by Lazatin’s administration were approved by the City Council and the Department of Finance’s Bureau of Local Government Finance.
“The real reason why the city has been prohibited from acquiring new loans is because the City Government, under Mayor Pamintuan’s administration, is suffering from bankruptcy and has a negative cash position,” Calaguas said.
