Lawmakers behind poll fraud probe ‘have hidden agenda’

THE camp of former President and now Pampanga Representative Gloria Macapagal-Arroyo believes that the two party-list lawmakers who filed a House resolution seeking a probe on alleged 2004 and 2007 poll fraud is using the issue to advance their bid in the 2013 midterm elections.
“We don’t see any value except to advance agenda of personalities, maybe some are congressmen who want to be elected or re-elected in 2013 and perhaps become President in 2016. It’s a useless exercise that will waste our resources,” lawyer Raul Lambino said in an interview.
Bayan Muna party-list Representatives Teddy Casiño and Neri Colmenares filed a resolution to probe the alleged election fraud after former Autonomous Region of Muslim Mindanao (Armm) governor Zaldy Ampatuan exposed the Arroyo family’s involvement in the incident.
According to the former Armm governor, First Gentleman Jose Miguel Arroyo planned the massive poll cheating in Maguindanao through a meeting with his father, Andal Sr.
The then First Gentleman allegedly instructed the Ampatuan family to ensure that the votes of opposition candidates – then senatorial bets Benigno “Noynoy” Aquino III, Alan Peter Cayetano and Panfilo Lacson – would be credited to Senator Juan Miguel Zubiri, who ran under the administration party.
Lambino further said that if Congress intends to hold an investigation, then it should focus on the May 2010 national and local elections when the first automated system was used by the Commission on Elections.
“If there are irregularities committed in 2010 elections, that should be focus of legislative inquiry in order to make the electoral processes more secure and to determine whether or not the automated election law is able to address the irregularities and if there need to be additional amendments to the automation law,” he explained.
Casiño, for his part, said that while the resolution they filed is in aid of better elections for 2013, the investigation has nothing to do with their political ambitions.
“Ano man ang plano namin sa 2013 ay walang kinalaman sa pagpapanagot kay Arroyo at mga kasabwat nya sa pandarambong at pandaraya. Totoo ang resolution namin ay in aid of better elections sa 2013 dahil ito ay para maturuan ng leksyon ang mga mandaraya at para huwag na silang makabalik sa poder,” he said in a text message.
Both House Speaker Feliciano Belmonte Jr. and Senate President Juan Ponce Enrile have already rejected the proposals of their colleagues to conduct an investigation on the alleged election fraud.
The investigation – if it will push through or not – will, however, still depend on the chairman of the appropriate committees the resolutions will be referred to.
Opposition lawmaker Mitos Magsaysay of Zambales, meanwhile, urged the administration to file the proper charges against Arroyo in court.
“I think it could be a good thing if the cases will be filed in court. Truth and evidence will come out and at least you can decide which is perception, which is propaganda, which is true,” Magsaysay, a staunch critic of the Aquino administration, said in a press statement.
“If she (Arroyo) is really guilty then she has to pay for it but if she is not guilty, at least she was able to prove to everybody that these insinuations made about her for the past nine years are all false and she is just a victim of trial by publicity and persecution,” she stressed.
