Lawmaker wants cell phone number permanent

MACABEBE — Pampanga Representative Anna York Bondoc-Sagum filed House Bill 4380, which will give cell phone users the option to retain their numbers should they switch network providers.
The bill, to be known as the “Mobile Telephone Number Portability Act of 2011,” tasks the National Telecommunications Commission (NTC) to require all mobile telephone service providers to afford consumers or mobile telephone subscribers the option to retain their numbers in the event of switching from one service provider to another.
Under the bill, the subscriber is mandated to register his name and mobile telephone number with the originating service provider, and that the subscriber opting to switch to another mobile service provider has no existing liability or outstanding obligations with the originating service provider.
According to Sagum, the proposed law will sustain the competition among service providers while it ultimately promotes improvement of the quality of mobile telephone service in the country.
She said the advent of technology boosts dependency to mobile telephones in dealing with everyday life.
“Mobile telephone subscribers have grown by almost 80 million by 2010. This remarkable number of mobile telephone consumers or subscribers valuing the cost of telephone service is inclined to avail of telephone service that will cater most to their needs as valuable consumers,” the congresswoman said.
Sagum said it is very unfortunate that consumers opting to have a better quality of telephone service are often deterred by the burden of changing their number by reason of switching from one service provider with miserable service to a service provider with superior service.
“This means that changing the subscribers’ service provider requires changing the subscriber’s number,” she said.
She said parallel to the booming communication technology is the policy of the state to ensure that quality mobile telephone service is provided to consumers in the country.
“The mobile telephone portability will provide the subscribers the option to retain their number even if they switch to another service provider,” Sagum said.
Sagum said mobile telephone number portability is already available in some parts of Africa, Australia and most European countries including Britain and even in some parts of Asia.
“Apparently, the Philippines is behind these countries who opt to provide convenience and quality telephone service to their consumers,” she said.
The bill also provides that this act shall apply to all mobile telephone service providers who are holders of a franchise and have secured a Certificate of Public Convenience and Necessity, or Provisional Authority from the NTC.
