Lawmaker to file ordinance to go after illegal fishing

CITY OF SAN FERNANDO — Fourth district Board Member Nestor Tolentino said Wednesday that he will forward the committee on environment’s recommendation to create a provincial ordinance penalizing illegal fishing activities along the Pampanga River Delta.
The move is in response to the report of Masantol’s Liga ng mga Barangay president Bernardo Guevarra that there is rampant use of sodium cyanide among fishpond operators and fishermen in coastal villages of the province.
“The use of such poisonous chemical is illegal. There are also reports that the sudsud system that kills small fish is also still in use in the province. We have to admit that though there are national laws applicable, we do not have local laws that immediately punish such acts,” Tolentino said.
He said the ordinance, once in place, would be the backbone of another proposed ordinance that creates the provincial task force on coastal and waterways management.
The ordinance, he said, also aims to streamline all existing ordinances of coastal towns here in the management and preservation of their rivers and coastal territories. The ordinance also aims to put together the unique concerns of each town into one effective law.
The ordinance is expected to be filed before the Pampanga Provincial Board on its regular session.
Tolentino said he will conduct another set of committee hearings with officials from the Department of Interior and Local Government and the Bureau of Fisheries and Aquatic Resources to make the proposed ordinance more responsive to the current needs of coastal towns here.
He said he is optimistic the proposed legislation would discourage the use of illegal fishing activities and safeguard the integrity of Pampanga’s coastal waters.
