Lawmaker hears agri-fisheries concerns on 3rd farmers’ summit

CITY OF SAN FERNANDO — Third district Representative Aurelio Gonzales met with representatives of government agencies and officials of agri-fisheries councils here to discuss ways and means to solve problems in the agricultural sector.
Gonzales, in an interview, said the event is part of his annual dialogue with sectors of agriculture.
The event was attended by the Provincial Agri-Fisheries Council (PAFC), third district Municipal Agri-Fisheries Councils (MAFCs), and the Office of the Provincial Agriculturist (OPA).
Some 125 chairmen and officials of Barangay Agri-Fisheries Councils of Arayat, Bacolor, Mexico, Sta. Ana and the City of San Fernando also attended the event.
The third district of Pampanga is composed of 143 barangays, but 18 of them are now highly urbanized. Most of these barangays can be found in the City of San Fernando.
“We have set up ways on how to communicate on problems and solve them more efficiently,” Gonzales said, adding that problems raised in the forum will be forwarded to his working staff for proper action in coordination with the proper agencies.
Gonzales said the event also allows for a common forum for farmers to discuss their concerns and to come up with a unified stance on how to solve their problems.
In 2008, Gonzales initiated the 1st 3rd District Farmers Summit. It was held months before the rice crisis gripped the country.
As a newly installed legislator, he wanted to know what concerns/problem the farmers were facing.
During the summit, the following major concerns emerged: lack or insufficient irrigation, low degree of farm mechanization, inadequate supply of farm tools and equipment, farm to market roads, stringent financing process for farmers and erratic government support/subsidies for agri-fisheries concerns.
In response, Gonzales undertook the following: delivery of four-wheel tractors through the local government units, financial grants awarded to farmers through their MAFCs, technical training for farmers on new agri-technologies with PAC as partner-training provider, awarding of seed subsidies, distribution of fertilizer subsidies, distribution of small farm equipment in the form of hand tractors, construction of farm to market roads, and rehabilitation of irrigation canals.
In 2009 and 2010, Gonzales tackled the agri-fisheries issues at the town level.
Instead of a district wide summit, he convened small group or cluster meetings of farmers.
Monthly, he met with the MAFCs to get updates on what is happening at the farmers level and from there, he tailored fit his responses.
