Landfill operator wants P202 million as garbage fee

CITY OF SAN FERNANDO — The Metro Clark Waste Management Corporation (MCWMC) who operates the Kalangitan Landfill is eyeing for a P202-million fee a year from the Provincial Government for the use of its garbage collection and hauling system.
The proposal came when Armando Garcia, MCWMC president and general manager, met with provincial and other local elected officials in Lubao town Sunday.
Under the proposal, the province will engage the services of MCWMC — claimed to be a competent, capable, qualified and duly licensed service provider — to provide waste collection, hauling and sanitary waste disposal facility services for a guaranteed tonnage of 735 metric tons per day.
This will include garbage generated by the province’s 19 municipalities, with the exception of Angeles City, City of San Fernando and Mabalacat town.
However, Garcia clarified that MCWMC will collect only generated solid waste, except toxic wastes, hospital and healthcare waste.
The Provincial Government, for its part, will pay the said company an annual lump sum of P202 million for the disposal of the garbage generated to the Kalangitan Landfill, based on the guaranteed tonnage of 264,600 tons for one year.
The province’s total daily waste generation per town, per metric ton is: Apalit, 50; Arayat, 60: Bacolor, 13; Candaba, 49; Floridablanca, 53; Guagua, 53; Lubao, 73; Macabebe, 36; Magalang, 50; Masantol, 26; Mexico, 72; Minalin, 21; Porac, 53; San Luis, 24; San Simon, 25; Sta. Ana, 25; Sta. Rita, 19; Sto. Tomas, 19; and Sasmuan, 16.
However, some local chief executives do not favor the proposal, believing that the amount asked is too much and could rather be allocated for some other social services.
They believe there are other ways to deal with the problem; one of which is the proposed P2 garbage collection fee per household in the province to cover expenses on garbage disposal.
