Labor department’s ‘bigasan’ helps sugar workers

CITY OF SAN FERNANDO — The Department of Labor and Employment (Dole)-Central Luzon’s rice trading project or “bigasan” boosted the livelihood of some 600 Central Azucarera de Tarlac Labor Union (Catlu) members.
Dole information officer Jerry Borja bared this, after the labor agency responded to Catlu’s “cry for help” by forging the rice project under the Worker’s Income Augmentation Program (WIN-AP), which aims to augment the income of its 600 union members.
The rice subsidy was offered by Dole at a cheaper rate compared to the current market prices on a “salary deduction scheme” for employees. It is sold on retail basis for external clients.
The project not only provided income for Catlu, but also provided additional food for their families as the union provided a patronage refund when members buy from the bigasan. Additionally, it generated employment for a clerk and three utility workers.
“It could not have come at a better time when workers of Central Azucarera de Tarlac have not yet surpassed the adverse events they suffered from Catlu’s Collective Bargaining deadlock incident in November 2004. To make matters worse, a 15-day per worker rotation was imposed by the sugar mill for a three-year period from 2005 to 2008, likewise a declaration of a Temporary Cessation of Operation (Dead Season) was implemented during the time,” Borja said.
Borja narrated that the project provided a fair return on its initial investment. From February to December 2009, it earned a total of P107,198.58 net income for that period alone. The Net Profit Margin (NPM) is at par of its projected net profit, he added.
“Sales revenues in 2010 likewise increased to P2.1 million, from the reported P2 million in 2009 from Catlu’s Income Statement. The rice project was found to be profitable and was very well accepted by the members, likewise the operations run very smoothly as reported to us by Catlu president Magsicap Santiago,” Borja added.
The bigasan is managed by a project management team composed of eight union officers who are on “full time” union leave to focus on its operations.
“Their future plan is how to increase capital to cater to more beneficiaries and offer two sacks per consumer, as well as expand the products from rice to other basic commodities like canned goods, noodles, and soap,” said Borja.
